Research On The Renewal Governance Mechanism Of Enterprise Unit Community From The Perspective Of Actor-Network Theory

Community governance,as the basic link of the national governance system,has the characteristics of strong practicality and high effectiveness.How to innovate and develop urban community governance models has become a long-term important topic in urban planning and community work in China.The unit community is a special type of urban community.Among them,the unit community of enterprises is facing new governance challenges in the context of the state's policy of separating the transfer of three supply industries and one industry.This paper selects four typical enterprise unit communities in Xuzhou as the research object,and adopts quantitative and qualitative research methods to conduct discussions in accordance with the clear logic of the problem clarity,status quo combing,empirical analysis,network construction,and strategy proposal.First of all,the paper uses the field survey method to sort out the development process of the enterprise unit community in the study area,and qualitatively explores the driving force of the spatial evolution of the enterprise unit community.On the macro level,the reform of the national housing policy is the fundamental cause.On the meso level,the change in the management method is the direct cause.On the micro level,the change in the daily needs of residents is the indirect cause.Secondly,the sample data was obtained by questionnaire survey method,and the empirical analysis of residents satisfaction in the study area was carried out with the help of a multilayer linear regression model.The results showed that the residents satisfaction is positively related to resident identity,travel frequency,neighborhood relationship,and degree of concern for community development.It is negatively related to education level and willingness to participate in community governance,and is not related to community awareness.It is pointed out that the degree of reorganization and aging of the unit community affects the subjective initiative of the residents,and the degree of guarantee of community participation is further reflected in the difference in residents satisfaction through the residents' sense of locality.Thirdly,through comparison,it is found that the transfer of management ownership and the adequacy of transformation funds are the direct factors affecting the community governance,and whether the three supply and one industries are transferred is the fundamental reason.Under this premise,the actor-network theory is used as an explanation framework to clarify the roles of heterogeneous and the unit,the core actors at the leading position,namely the neighborhood committees,residentrepresentative,and the normal actors at the process position,namely the residents,non-profit organizations,etc.Taking community renewal governance practice as a forced access point,the translation process of the actor-network is established from four aspects of problem definition,benefit granting,recruitment and mobilization,which explains the distribution of powers and responsibilities,mutual relation and operation paths of various actors.It emphasizes the negotiation and co-governance of process subjects,and points out that the community is a constantly changing heterogeneous network constructed by the participation of different actors.Finally,based on the discussion of the influencing factors of residents satisfaction and the analysis of situational potential problems,the paper proposes proposes renewal governance strategies from three aspects: material design,social guidance,and management guarantees,which forms a complete renewal governance mechanism of unit community with the actor-network.Based on the general community governance research,this study explores local contextual experience based on the corporate unit community.The goal value is to provide theoretical basis and practical reference for sustainable development of the community.The discussion of safe and healthy community construction mode and refined governance path from a multidisciplinary perspective is a further research topic in the future.
