Study On Inland Water Transportation Emergency Management Of Fujian Province

Based on the theory of emergency management and mitigation, the paper analyzes the occurrence regularity and main causes of Fujian inland water transportation accidents, analyzes the main problems and shortage in Fujian, and summarizes domestic and foreign experiences of water transport emergency management. The main research contents are as follows:Firstly, the paper analyzes inland water transportation accidents in Fujian in 2001-2014, the results show that the accidents occur in second and third quarter form the time, and occur in water areas from the view of place, such as main bridge waters of Minjiang River, water of corner, tributary interchange, bifurcation area of tributary interchange; personnel factor plays the primary role in traffic accidents from the view of cause.Secondly, the paper analyzes status quo of inland water transport administration and emergency management in Fujian, the results show that there are some problems existing in Fujian, such as extensive emergency management system, unsubstantial emergency team, backward emergency facility, low informationalized level.Thirdly, the paper base on the problems of inland water traffic safety emergency management existing in Fujian, and analyzes management pattern of the United States, the United Kingdom and Guangxi province of China. The successful experiences of this countries and regions deserve to learn an reference, such as human resource development, the integration of social forces, cross-department cooperation, and so on.At last, the paper bases on the theory of emergency management and mitigation, focus on the prominent problems, proposes countermeasure about mitigation, preparation, response, recovery, to enhance inland emergency management of Fujian.
