The Research On Post-evaluation And Re-planning Of Logistics Parks In China

As a logistics function area with a certain scale,the logistics park has given a strong impetus to the development of the logistics industry.In recent years,as China steps forward from a major logistics country to a world logistics power,the planning and construction of logistics parks are in full swing.However,there are many problems in the construction and operation of the existing logistics parks in China,which fails to give full play to the role of gathering logistics resources and improving service level.Therefore,it is necessary to establish a set of scientific and reasonable post-evaluation index system for logistics park to evaluate its construction and operation and thus to re-plan the logistics park according to the evaluation results.First of all,the connotation and related theories of logistics park,project post-evaluation and inventory planning were reviewed and the characteristics of logistics park post-evaluation and re-planning were analyzed in this article.The problems existing in logistics park where found out by conducting an empirical analysis of the current situation of logistics park based on the clarification of research object and scope.Secondly,the post-evaluation index system was constructed from four aspects: construction level,agglomeration level,intensive level and sustainable development level.Then,the combined weighting method based on the game theory was used to combine the weight values obtained from the order relation analysis and the entropy weight method to determine the final weight of the post-evaluation indexes.On this basis,the dimensionless processing of the index values was completed by using the improved exponential continuous scoring method,and then the post-evaluation values were calculated by synthesizing the weight and the index values with the linear weighted index synthesis method.Thirdly,the reasons for the logistics park re-planning was determined on the basis of the conclusions of post-evaluation and opinions of the government and enterprise,et al.Then the theory of modularity was applied to the re-planning based on the adjustment programs of strategy,business model and function.Finally,the practicality of the model was verified by taking the Wuxi XZ logistics park as an example and applying the post-evaluation method and re-planning model designed above in this logistics park.
