Research On PPP Mode Of Port Construction And Management Under The Background Of Coastal Port Integration

With the deepening of the integration of coastal ports in Jiangsu,the contradiction between the source and management of port infrastructure construction and management has become increasingly prominent.The application research of PPP mode in port construction and management has important theoretical significance and practical value for introducing private capital,changing capital structure and managing operation mode,effectively controlling operational risk and improving port operation efficiency.The paper compares and analyzes the traditional investment & financing mode and PPP mode.This paper summarizes the application status and existing problems of PPP mode in transportation infrastructure,clarifies the countermeasures of port construction and management PPP mode,explores the application path selection of PPP mode,analyzes the necessity and feasibility of PPP mode application,and analyzes the PPP mode.The endogenous dynamics of the application characterizes the application characteristics of PPP mode from three aspects: application mode,participation subject and profit model,and gives the countermeasures for port construction and management PPP mode.It exists in port construction and management under PPP mode.This paper analyzes the various types of risks in port construction and management under the PPP model,analyzes the risk allocation between government departments and the private sector,and aims at maximizing the overall utility among the main stakeholders,and explores the problems of risk sharing under the PPP model.Based on the mechanism of risk preferences,this paper analyzes the risk allocation of the public sector,the private sector and the public in the four stages of risk identification and evaluation,risk initial allocation,risk re-allocation and risk tracking,and constructs the port construction under the PPP mode.Thus,the “three-party four-stage”risk sharing mechanism for port construction and management has been constructed.Taking Lianyungang Port as an example in the context of coastal port integration,based on its construction and management,this paper analyzes the endogenous dynamics of PPP mode;investigates the application characteristics of PPP mode,and proposes suggestions for the application of PPP mode.This paper carries out factor analysis,identifying key risks of PPP mode,suggesting risk allocation strategies through SPSS,thus providing effective technical support for port construction and management.
