Study On The Protection And Management Mechanism Of Traditional Villages In Beijing

There are many traditional villages with unique architectural style and profound historical connotation in the suburbs of Beijing.They are formed in the traditional farming civilization,bearing the historical memory of Beijing regionalization,and highlighting the special cultural significance.They are an irreplaceable part of Beijing's history.However,at present,the protection of traditional villages in Beijing is not optimistic.Town leaders have insufficient awareness of the value of traditional villages,weak awareness of protection,and pay attention to short-term economic benefits,ignoring long-term development.Traditional village protection and development planning and design levels are uneven,and some planning and design problems exist such as planning omissions and insufficient depth of preparation.The implementation of traditional villages generally lacks management and dynamic supervision measures.The protection and development planning of many traditional villages has been greatly affected in the implementation process.The government investment in the protection of traditional villages is limited.More emphasis is placed on the improvement of infrastructure.There is little special funds to support the protective renovation of farmers' self-built dwellings,resulting in many traditional residents are in disrepair and on the brink of destruction.To some extent,these problems reflect that the government lacks experience in the management of the protection and development of traditional villages and has many loopholes.Therefore,it is imminent to strengthen the research on the protection and management mechanism of traditional villages.Based on the author's practical experience,this paper takes promoting the healthy and sustainable development of traditional villages in Beijing as the starting point and foothold,and obtains first-hand information through a large number of investigations and studies,systematically combs the current situation of protection of traditional villages in Beijing and the process of protection and development of traditional villages,and analyses in detail the main problems existing in the declaration stage,the preparation stage of protection and development planning,the implementation effect of protection and development planning and the current protection and management mechanism of traditional villages.Taking the problem as the orientation,this paper conducts a holistic study on the traditionalvillages in Beijing suburbs for the first time from the perspective of protection and management,and establishes a whole set of management mechanism for the whole process of protection of traditional villages in Beijing,that is,strengthening protection awareness and clarifying the responsibilities and powers of governments at all levels,fills in the deficiencies of the traditional village protection and management mechanism in Beijing by compiling guidelines for the planning and design of protection and development of traditional villages in Beijing,scientifically guiding the planning of protection and development of traditional villages,initially establishing the evaluation system and dynamic monitoring system for implementation,and improving the investment structure of traditional villages.
