Research On Satisfaction And Influencing Factors Of Rural Highway Supply

As the most closely related infrastructure with rural areas and farmers' production and life,rural highway is the key content of public services in rural areas.It plays an irreplaceable role in breaking the state of rural self-sufficiency and relative isolation,promoting the adjustment of industrial structure and lifting farmers out of poverty and becoming rich.However,due to its large initial investment and low returns,it is difficult to attract market supply,which determines the necessity of government-led supply.At present,rural roads are basically supplied by project system,but project system supply is actually a relatively centralized supply mode.The government,as the supplier of rural roads,has long been in the dominant position of decision-making,while farmers,as the demander,are in the passive position of acceptance.Grass-roots civil servants and grass-roots autonomous organizations are generally "quiet and inactive".They lack service awareness and ignore farmers' needs and preferences.As a result,the supply process of rural highways often presents problems such as the weakening of farmers' dominant position,poor information disclosure,weak participation in the process,and low government response.These problems inevitably affect farmers' overall perception of rural highways.Restricts the improvement offarmers' satisfaction.Based on the above understanding,this study regards the satisfaction degree of rural road supply as the research object,intending to make a breakthrough in the research,with a view to grassroots governments paying attention to the details of rural road supply process,speeding up the decision-making of remolding rural road supply,making up for the shortcomings of rural road supply,and striving to improve the satisfaction degree of rural residents,and helping precise poverty alleviation and rural revitalization.To provide reference and guidance for the grass-roots government which specific products and services should be provided,and how to provide these products and services,hoping to effectively improve the current situation of rural road supply and improve farmers' satisfaction.The article consists of five parts.The first part mainly clarifies the background and significance of the study,combs in detail the research results of domestic and foreign scholars on public service satisfaction and rural highway,summarizes the shortcomings of the current research,and puts forward the writing framework and methods of this study,as well as the innovative points and difficulties.The second part focuses on clarifying and defining the two key concepts of rural highway and public satisfaction,and summarizes the two theoretical foundations of this study:public goods theory and new public service theory.The third part investigates the present situation of satisfaction with rural road supply in D town.This paper mainly introduces the present situation of rural road supply in D town,and constructs the evaluation system of rural road satisfaction from three aspects of construction,management and maintenance.Based on this,a questionnaire is designed to investigate the satisfaction of farmers in some villages in D town,and the satisfaction evaluation of farmers on Rural Road supply is obtained.The fourth part makes an empirical study on the factors influencing the satisfaction of rural road supply.The factors affecting the satisfaction of rural road supply are divided into two categories:the first is the supply process,namely,the government information disclosure in rural road supply,the participation of farmers in the process,and the government response when farmers express their interests.The second is the result of supply,that is,the quantity,quality,convenience and smoothness of rural road supply.SPSS23 was usedto analyze the data by linear regression,and based on the conclusions of the study,the impact factors of satisfaction were reproduced in the supply of rural roads in D town.The fifth part puts forward policy suggestions to improve public satisfaction from four aspects: improving farmers' participation in the process,improving the level of government response,increasing the scale of rural road supply,and strengthening the institutionalization of information disclosure.The main conclusions of this study are as follows: The total quantity and quality of rural road supply in D Town of Anhui Province are increasing year by year,but the contradiction between supply and demand still exists,and the satisfaction of rural road supply needs to be improved.There is a negative correlation between information disclosure and rural road farmers' satisfaction.The higher the degree of information disclosure,the lower the farmers' satisfaction.One possible reason is that information disclosure may strengthen the comparative effect and stimulate farmers' sense of relative deprivation.The process participation,government response,the number,quality,convenience,smoothness,comfort,safety,greening along the line,and marking of rural roads are positively correlated with farmers' satisfaction.Therefore,in the process of rural road supply,the grass-roots government should strive to improve farmers' participation in the process,improve the level of government response,increase the scale of rural road supply,and strengthen the institutional construction of information disclosure.
