The 19 th CPC National Congress Report pointed out that China is in the period of transformation from high growth to high quality development.A series of new development strategies and situations will inevitably promote the optimization and structural upgrading of traditional road transport industry.This requires the road transport industry combined with theirs own management and practical work to support the economic and social development effectively in the new era.Road transport practitioners are the specific implementers of road transport production,and are the most core elements to ensure the levels of transport services and safety.Their abilities determine the service ability and level of road transportation production,and relate to the masses' satisfaction with road transportation service,which directly affect the level of road transportation safety and relate to the masses 's life and property safety.At present,the problems of the shortage of employees of key positions,the shortage of high-skilled personnel,the low level of employment security,the weakness of professional sense of honor and the low level of professional ethics remain prominent.Taking Hunan Province as an example,this paper clarifies the deep-seated contradictions,problems and restrictive factors,such as insufficient number of employees of key positions,uneven quality of employees,poor working environment and the low level of professional ethics,from the analysis of situation of managers and employees in the road transport industry.Investigation and research are organized around enterprises and practitioners to investigate relevant facts and problems.In addition,a separate analysis is conducted on the personnel and their training of the bus and taxi industry,which has a special characteristic.Based on the above analysis,this paper puts forward suggestions for improving the professional quality of road transport practitioners.First of all,improve the personnel management system: strengthen the construction of practitioner s supporting system,impose restrictions on the access to key positions and the withdrawal of practitioners,and implement the withdrawal of employment qualifications.Secondly,promote the management of professional qualifications: strengthen the manageme nt of professional qualifications,improve the employment management system,check the credit of practitioners,and promote the optimization of services.Thirdly,establish and improve the education and training system: promote the road transport vocationa l education,build education and training network platform,and strengthen the continuing education of employees.Fourth,strengthen the construction of integrity management: promote the construction of credit system for transportation service practitioners.Fifth,strengthen the construction of spiritual civilization,set up advanced models for publicizing employees,and carry out professional ethics education for employees.Sixth,care for the physical and mental health of staff and workers,advocate to create the culture of a poverty alleviation,solidarity and mutual help,and to provide employees with humanistic care.
