| In 2019,China’s High-Speed Railway mileage will reach 35000 kilometers.The "eight vertical and eight horizontal" High-Speed Railway network in the national "medium and long term railway network planning" has been basically completed or started construction.The High-Speed Railway covers 70% of the country’s cities.With the construction of High-Speed Railway,there will be a boom in the construction of High-Speed Railway New Areas.In December 2019,11 cities in Jiangxi Province have opened High-Speed Railway,8 of which are planning to build High-Speed Railway New Areas around High-Speed Railway stations.Jiangxi provincial government has also issued plan to promote the economic belt of High-Speed Railway.This paper studies the development of High-Speed Railway New Area through literature and comparative analysis,The research focus on the role of government in the construction of High-Speed Railway New Area.Based on the theory of new public management,new economic geography,regional growth pole.Determine the definition,characteristics and classification of High-Speed Railway New Area,analyze the development examples of Suzhou,Changsha and Shangrao,study the conditions and development path of establishing High-Speed Railway New Area,take Jiujiang High-Speed Railway New Area as the specific research object,find out the current development problems by analyzing the background and development status,analyze the problems from the perspective of government management,and put forward Targeted countermeasures and suggestions.This paper considers that the High-Speed Railway New Area is a new town developed around the High-Speed Railway station in the suburb of the city.The planning,construction and function orientation are closely related to the setting of High-Speed Railway station,and they have different names in different cities.Not all cities can build High-Speed Railway New Area,and the development of High-Speed Railway New Area should have certain basic conditions,including the basic conditions of High-Speed Railway stations in the suburbs,the expansion needs of cities,the development and upgrading needs of industries,etc.the functional orientation and development path of High-Speed Railway New Area should be determined according to the conditions of the city itself.Jiujiang is a medium-sized city with a certain population and industrial base.In the past decade,three High-Speed Railways have been built and two under construction.The High-Speed Railway station is located in the southwest suburb of the city.The city is in a period of rapid expansion.The basic conditions forthe development of High-Speed Railway New Area are provided from the station location,urban development and industrial upgrading.Based on the research,this paper finds that there are four problems in Jiujiang High-speed Railway New Area,which are imperfect management system,prominent multi management problems,weak development foundation,many left over problems,low function orientation and policy support.Combined with theoretical analysis,the main reasons for these problems are that the role of the government in the construction of High-Speed Railway New Area is not clear,and the role of the market is developing It is caused by not obvious volatilization and not comprehensive understanding of the impact of high-speed rail.Based on the development experience of Suzhou,Changsha,Shangrao and the actual situation of Jiujiang High-Speed Railway New Area,this paper holds that the existing problems in the development of Jiujiang high speed railway new area can be solved from four aspects: establishing and improving the management organization,properly adjusting the administrative divisions,promoting the industrial development by marketization,strengthening the functional orientation and policy support.It is hoped that this paper can provide a reference for the future development path of Jiujiang High-Speed Railway New Area,and also for other similar areas to build High-Speed Railway New Area. |
