Research On Quality Evaluation Of Crew Of Dangerous Goods Vessel In The Yangtze River

In recent years,with the rapid development of the domestic river shipping productivity in China,inland vessels,especially the inland river dangerous goods vessels in the Yangtze River trunk have developed a professional,standardized and intelligent development trend.A high-quality crew has become an urgent need for modern waterway development.However,the quality of the crew in the dangerous goods vessels is generally low,its relatively low education,weak security awareness and legal awareness,relatively lacked practical operational capability and emergency response capabilities,can't keep up with the pace of the continuous development of internal requirements for crew of the profession inland navigation to the dangerous goods.The crew occupation is no longer a simple manual labor,and it gradually changes to a knowledge and skilled occupation.Therefore,it is an urgent need for modern water transport to evaluate the quality of the crew in Yangtze River dangerous goods vessels and analyze the crew's competency requirements and standards.The focus in this paper is to analyze the influencing factors of the quality of the crew in Yangtze River dangerous goods vessels,the paper will systematically evaluate the status of the quality of the crew,and propose practical countermeasures and suggestions to improve the quality of the crew in Yangtze River dangerous goods vessels.Through research and expert interviews,this study analyzes the current status and problems of the quality of the crew in Yangtze River dangerous goods vessels.Based on the iceberg model theory,the quality model of the dangerous goods crew in the Yangtze River was established.The behavioral event interview method was used to further analyze and summarize,and formed three first-level evaluation indicators including professional quality,professional quality and personal characteristics,as well as 14 secondary evaluation indicators such as professional knowledge,environmental awareness,service qualifications and safety awareness.Finally it formed the quality evaluation index system for the crew in Yangtze River dangerous goods vessels.Experts,professors,and managers with rich experience in senior captains,management,and training are invited to assign scores to indicators using AHP in the form of expert scoring.Based on the expert's evaluation on the commentary set,the statistical data for each indicator is further analyzed through the Dempster synthesis rule and the recursive synthesis algorithm of evidence reasoning in D-S evidence theory.According to the calculation results,the quality of the crew in the Yangtze River dangerous goods vessels is comprehensively evaluated.The evaluation results show that 2.76% of the experts think the quality of the crew is excellent,6.76% think the quality is good,44.13% think the quality general,33.15% think the quality is bad,and 6.98% think the quality is poor.The confidence level that could not be assigned is 6.22%.According to the principle of maximum membership,the quality evaluation results are general.The overall quality also has a large room for improvement.In view of the evaluation results,this paper proposes measures and suggestions to improve the quality of the crew in the Yangtze River dangerous goods vessels from many aspects including the crew management of the shipping company,the training ability of the training institutions,the supervision and service of the maritime management institutions,and the guidance of the government and the industry.It is of great significance to rationally set the standards for the crew in the Yangtze River dangerous goods vessels,improve crew recruitment,training,examinations,and crew self-development to optimize the crew and promote the safe operation and green development of the Yangtze River shipping.
