Study On The Application And Effect Of Nosa Safety And Health Ring System In Weixin Power Plant

Safety production management plays an important role in improving the competitiveness of enterprises,especially the importance of safety management of electric power enterprises is more prominent.With the improvement of the comprehensive strength of the country,higher requirements are put forward for production safety,and at the same time,the requirements of production safety are not only in the aspects of personal,equipment safety and environmental protection,but also in the aspects of working environment safety.The research of safety management begins not only to realize the control management of the whole process,but also to realize the all-round and all-weather hole-free management,so as to ensure the personal safety without harm,production,work without trouble,no pollution,and then establish a harmonious and stable social environment.The state continuously carries on the reform to the electric power system,breaks the traditional management mode,makes the power plant safety management stride forward to the modern safety management mode,puts the electric power safety management in the first place,becomes the current electric power reform big trend.With the continuous promotion of electric power enterprise reform,safety is still an important content that can not be ignored by electric power enterprises.It is imperative to strengthen the effective management of electric power enterprises and establish a supporting management system.Modern enterprise safety management has changed the control of accidents from post-control to pre-prevention in traditional safety management.The safety management of enterprises becomes to identify all kinds of unsafe factors in the whole process of production in advance,so as to take effective preventive measures to prevent accidents.This paper analyzes the problems existing in the safety of Weixin Power Plant by drawing lessons from the advanced experience of NOSA successful enterprises,finds out the causes of the problems,and combs the construction,implementation process and application of NOSA safety and health ring management system in each stage of Weixin Power Plant.Then put forward the implementation strategy of safety management in Weixin Power Plant.The analysis of the characteristics of the comprehensive management system ofnosa in this paper is based on the project process and work breakdown structure technology,as well as the project characteristics and organizational structure model.In order to further improve the integrated management system of safety and health environment,it is necessary to establish a star evaluation management mechanism,which can evaluate the performance of enterprises;secondly,to formulate a flow chart,not only using the organizational structure model technology,but also using the work decomposition structure technology in the whole flow chart,which can not only strengthen the organization and management of the process,but also facilitate the planning and control of the process.so as to ensure the practicability and scientific nature of the safety and health ring management system.By the construction of safety and health ring management system in Weixin Power Plant,it provides experience for other power generation enterprises to NOSA system construction.
