Research On Promotion Mechanism And Optimization Strategy Of Urban Community Safety Resilience

Currently,frequent disaster risk,urban community vulnerability highlights and lack of community resilience,community safety demands sustained release,urban community safety risk management system has been difficult to meet multiple disaster species,risk source,changeable reasons.Transition to safety and resilience management has become a new trend of development.From security resilience perspective,this study aims at transformation and development of urban community security resilience governance model,and explores the current situation of demand,appropriate judgment,functional orientation,content framework,governance model and institutional mechanism of urban community security resilience governance.In this study,two national demonstration communities of comprehensive disaster reduction in Hebei District of Tianjin City were selected as practical cases to construct index system of urban community safety resilience and resilience level evaluation,and put forward promoting strategy urban community safety resilience.The main conclusions include following aspects.Firstly,the definition of complex connotation of safety toughness,the analysis of multi-dimensional attributes,multicharacteristics and multi-functional value verify of safety era implication toughness as an innovative model of community safety governance.Secondly,the suitability judgment of community safety resilience and the system structure framework are constructed,and the suitable conditions,key nodes and internal mechanism of community safety resilience governance system are put forward.Thirdly,we should construct a comprehensive governance model of the global network of community security resilience,and implement a mechanism of community security Resilience Based on multi-agent cooperation and multi-stage linkage.Fourthly,we apply DPSIR model framework to community safety resilience field,propose causal chain to promote community safety resilience response,and establish an index system of community safety resilience level.Formed through this research and construct city community security system framework and ductile construction safety risk management new logic,risk of urban community governance and community safety resilience has important reference value,planning and design for urban community safety ductile transformation of governance innovation provide guidelines and comprehensive solutions,in the aspect of theory enrich and expand new perspective of urban community safety risk management system and analytical thinking.
