Eastern European cities generally have a long history of urban development.Technological and social ideas in different historical periods have left a deep impression on the development of major cities in Eastern Europe.Especially after World War II,under the influence of socialist development ideas, the urban landscape of Eastern Europe has undergone significant changes characterized by heavy industry. As the capital of Hungary,Budapest ranked first in total industrial output in Eastern Europe before the dramatic changes in 1989.It not only witnesses the profound changes brought about by the industrial revolution to the form of historic urban areas, but also undergoes the process of transformation and development from planned economy to market economy. With the process of global economic integration and Hungary’s accession to the European Union, its domestic social and economic structure began to change, the proportion of traditional heavy industry declined,a large number of industrial land became semi-active or even paralyzed after 2000,resulting in a large number of urban industrial remains, which has a more typical analysis and research value. At the same time,in the process of urbanization in China, the demand for various types of land in cities is becoming increasingly tense. The contradiction between urban development and land occupied by original industrial buildings has become increasingly prominent.Since the society began to realize the problem of Industrial Relics in the 1980 s,it has roughly experienced a process of development from extensive to diversified. In terms of the experience of industrial heritage protection and utilization,Eastern European countries have an earlier practical background in China, which contains a large number of memory industrial heritage during the planned economy period, and has similar characteristics with China’s industrial heritage. In addition, under the influence of Western Europe, which is earlier than Eastern Europe in heritage protection, cities in Eastern Europe identify and preserve their industrial memory through industrial heritage protection, which has earlier practical experience in China, and has certain reference and reference for the protection and utilization of industrial heritage in China.Firstly, this paper combs the history of Budapest’s industrial development with the clue of time, and describes the characteristics of its industrial heritage. The second part of the paper combs the characteristics of Budapest’s industrial heritage with the clue of value. The third part explains the status of its heritage protection with the analysis of actual cases. The main part of the paper is the research on the strategy of industrial heritage utilization in Budapest.By sorting out the existing projects of transformation and utilization, the author believes that the research on the strategy of heritage utilization needs to be classified by the purpose of transformation of different projects. However, different purposes must be matched with the most prominent value of the exploited industrial heritage.Otherwise,it is impossible to make use of it.Therefore, aiming at the different levels of the available value of the objects, namely, the structural level, the building space level, the urban environment level and the social level, the paper puts forward the strategy of "matching and alternation" to correspond to the operation means of different levels. At the same time,an example is given to illustrate the analysis. In the fifth chapter, the Hungarian New Transport Museum is taken as the research object, and the basic background of the project is analyzed. The main contradictions to be solved include the contradictions between the old and the new,the contradictions between the public and the exhibition space. Then, from the perspective of matching and updating, the measures taken by the project at the structural level, spatial level, environmental level and social level are analyzed, and finally the conclusion is drawn.
