Study On Safety Management Of Residential Elevator In Sanming City Of Fujian Province

Elevator belongs to special equipment and is also an indispensable rail vehicle in modern cities.Elevator safety is not only related to social public safety,but also related to the safety for people's live and property,the image of urban civilization.At present,elevator safety accidents are often reported,and elevator safety management has become a social topic,which is highly concerned by the society and the government.With the acceleration of urbanization and economic construction,the number of elevators in Sanming city of Fujian province has increased rapidly in recent years,especially the number of residential elevators in county has increased rapidly.At the same time,the growth rate of the number of old elevators is also accelerating,which leads to the frequent occurrence of security risks in residential elevators.Therefore,this paper takes Qingliu county as an example to deeply study the safety management of residential elevators in Sanming city,aiming to improve the safety management level of residential elevators in Sanming city.In this article,through combing Sanming government regulators,use unit of the residential elevators,elevator maintenance unit and the elevator inspection agency,check the clearing house elevator of power and responsibility between the management subject,the author work experience and the qingliu case analysis,summed up the inefficiency of government supervision,the insufficient management level of use unit,the disorder of maintaining market order,and the existence of government monopoly in the market are examined,think that the causes of these problems is the power of government regulation is weak,the neglect of the main responsibility of the use unit,the great influence of the market on the maintenance units,and the lack of the management system of the inspection institutions.Finally,by using the new public service theory and government function theory,drawing on the views and Suggestions of experts and scholars at home and abroad,some countermeasures and Suggestions are put forward to solve the above problems from the aspects of the improvement of regulatory departments,the promotion of users,the supervision of maintenance units,and the reform of inspection institutions.Finally,a new elevator safety management mode is constructed.
