Marine construction has a long range, disperse and complicated composition constructors, danger equipments and be influenced on marine climate. The former safety management mode can not adapt to marine construction safety management. So, analyzing and controlling the construction hidden danger, building a virtual safety management mode and decreasing the construction accidents are significant to marine construction safety.The paper accords to the identification and control method of hidden danger, analyzes hidden danger of bridge construction, environment and navigation, proposes the protective measures, builds the fuzziness neural network assessment system. Aiming at these hidden danger, basing on the 6S management, the paper proposes 8S dynamic safety management mode, which combines site management and office management, namely ordination (Seiri), rectify(Seiton), cleaning(Seiso), safety (Safety), cleaning(Seiketsu), literacy(Shitsuke), systematization (Systematization) and damage early warning(Saigai yoho). It induces the content of 8S management in detailed, emphasizes using visual management, locating management, red card and systematism management to realize the standardized management in construction finally. 8S management makes damage early warning as its key to realize the dynamic safety monitor management in the whole construction. 8S management adapts the operation method of PDCA and NDCA cycle interchange to improve process and specifications. The paper builds marine construction dynamic safety monitor management system, which has eight modles: safety management system, basic personal information, basic equipment information, emergency rescue sysytem, safety inspection in operation site, accidents management, environment early warning management and safety file system. It proposes the range early warning modle of damage, which are early-range forecast, medium-range forecast and nowcasting of damage. The early-range forecast is released a week in advance, medium-range four days and nowcasting one day or temporary.According to the research above, 8S management is applied on the construction of Qingdao Bay Bridge. The construction site builds the standardized management. The paper applies the fuzzy neural network assessment method in the each unit to assess the safety state, the result is safety. The application indicates that 8S management is a scientific and virtual safety management mode on marine construction.
