A Study Of Hidden Danger About Railway Fire Hazards Rectification Policy

With the development of railway industry by the central government,the development mode of economic supremacy has been formed under the guidance of the concept of emphasizing development and neglecting safety in railway units,and the long-standing relationship between railway enterprises and railway public security has also determined the decision-making and behavior logic of railway fire control organs to a certain extent.Therefore,it has become an urgent problem to study the implementation of the policy on the rectification of railway fire hazards.This topic mainly from the "policy implementation of environmental control facing problems" to think,based on a railway public security department fire supervision detachment in central china fire prevention hidden trouble policy implementation of the basic situation,implementation mode,and in-depth analysis of its existing problems.For a long time,especially in the past ten years,the problem of rectification of hidden dangers has become more and more prominent.Through the research,it is found that there are some problems in the implementation of railway fire protection policy,which are mainly presented in the following aspects: first,unreasonable execution procedure,prominent symbolic execution;second,small scope of implementation,prominent alternative execution phenomenon;Third,the implementation of punishment and rectification is not in place,the implementation of false phenomenon is frequent.According to the above analysis results,this paper analyzes the influencing factors of the problems existing in the implementation of railway fire control policy: first,the policy factors,including the imperfect policy system,the feasibility is not high;second,the main body of policy implementation,including the unreasonable setting of the main body,the lack of ability and quality,and the high cost of implementation;third,the object factors of policy implementation,including the complex object of implementation and rapid change.In view of the above problems and the reasons,the paper puts forward some policy suggestions for optimizing the system of rectification and reform of railway fire hazards: first,to improve the infrastructure of policy implementation to ensure that the legal system is perfect and the content can be implemented to a high degree;second,to improve the law enforcement ability of the executive body,including the joint departments To enforce the law,standardize the system of policy implementation,and improve the ability and quality of the main body of policy implementation;third,to introduce the object of execution and the system of popular participation.
