In the 21 st century with the rapid development of science and technology,the enterprises competition is mainly driven by the core competence.Talent is the precious wealth of an enterprise,scientific and effective human resource management is one of the core competitiveness of an enterprise,and human resource planning is the most basic work in the process of human resource management.It is also one of the very important links which not only help the enterprise to manage,develop and retain talents,but also reasonably allocate the cost of human resources,and provide basis for other function modules of human resources management.The Nantong Port Group studied in this paper is facing a critical period of transformation and upgrading.There are many problems in human resource planning and talent pipeline development,which have seriously restricted the development of enterprises.Therefore,how to promote the sustainable,healthy and stable development of enterprises and achieve strategic goals through effective human resource planning has become one of top priorities for Nantong Port Group.Based on the theory of modern human resource planning and management,this paper analyzes the current situation of the development of Nantong Port Group and the existing problems of human resource management,including organizational structure,training mechanism,employment principles and so on.On this basis,we use the Delphi method and Markov model to forecast and balance the human resources of Nantong Port Group in the next five years(2020-2024),the forecast results show that with the expansion of the operation scale and business of Nantong Port Group,there are gaps in the number of managers,production and logistics personnel.According to the forecast result of human resource supply and demand,the author develops human resource master plan and relevant business plan through the organization,funds,culture,information,communication,system and other six aspects to ensure the implementation of human resources planning.The scheme will provide a strong human resource guarantee for the Nantong Port Group to achieve its strategic goals with high quality development.It will also provide certain reference value for similar enterprises.
