With the development of population growth, the social economy and the improvement of people’s living standard, people’s demand on the quantity and quality of water resources is more and more high, but the available freshwater resources are limited, and the contradiction between water resource waste and serious water pollution and water resources supply and demand has become a restricting factor in the development of human society. Optimized allocation of water resource is to solve the contradiction of water resources optimal allocation of effective ways to promote sustainable and coordinated development of regional social economy environment has important significance from the perspective of current situation of water resources in Ganzi Prefecture and comprehensive utilization of combined with the current situation and development strategy of the layout of Ganzi economic society system analysis of the situation of supply and demand of water resources based on the regional water resources supply and demand balance and analysis, put forward the strategic idea of sustainable utilization of water resources in Ganzi Province, and the specific measures on the basis of water resources planning. The main results are as follows below:(l)The total amount of water resources in Ganzi is relatively abundant, the total amount of water resources is66.89billion m3(surface water), Quanzhou’s per capita water resources volume77.1thousand m3(according to the2010population). But because of the uneven spatial and temporal distribution of water resources, annual variation and annual large, is not adapt to the regional distribution of industry allocation and water resources, resulting in the seasonal, regional drought and water shortage, the lack of water resources protection and rational utilization of water pollution and other human factors, also increased the dry water shortage and flood disasters.(2) The average level is far lower than the national20%utilization rate of water resources in Ganzi Prefecture, Quanzhou has built water conservancy facilities5473, total diversion water capacity of629.22million m3, effective irrigation area of421.1thousand mu of cultivated land, the effective irrigation rate22.8%. Because is located in mountainous areas, lack of water resources is not matched, drought and water shortage is still the main restricting factors of agricultural development and food security. Ganzi, the lack of large and medium-sized storage project, irrigation area basically is the natural inflow rivers for irrigation.(3) According to Ganzi economic and social development strategy and the overall layout, through the water to Ganzi economic layout and the life, production, ecological requirements analysis results show that, Quanzhou departments in different stages of development of national economy total water requirement respectively:16884.04million m3in2010,2020Quanzhou water use up to27378.143million m3.(4)According to the distribution characteristics of water resources in Quanzhou, the development condition and the current situation, the regional economic and social development requirements, development and utilization of the focus is to solve the farmers and herdsmen in the drinking water security issues, strengthen water resources to build not forage base, development of water-saving irrigation, flood disaster control engineering construction, the development of local electric power.(5) According to the distribution characteristics of water resources in Ganzi Prefecture, the development conditions, strategies and measures to solve the water way is:open source, positive overall water saving, strengthen management, pay attention to the protection, to meet the needs of social economy on the water.
