Public buildings play a very important role in China's urbanization process.In general,public buildings are characterized by large investment,long construction cycle and long use cycle,and the decision-making stage plays a decisive role in the construction of public buildings.Value management is an activity that gives play to the wisdom of crowds.Carrying out value management in the decision-making stage of public buildings can not only effectively save investment,but also enable the decision-making of public buildings to meet the demands of various stakeholders,so as to enhance the value of public buildings.However,there are some problems in the implementation of value management in the decision-making stage of public buildings,such as standard lag,inapplicable methods,large deviation of cost estimation,and low achievement of value management.This paper studies the public building of decision-making value management target,value evaluation standard,improve the method of the cost estimating accuracy as well as the public decision-making stage owners value management to provide some Suggestions,in order to solve the current standard lag,the method is not applicable to big deviation,cost estimation,value management to carry out the results don't problem.Based on demand analysis,Kano model is used to calculate the demand weight coefficient of public buildings.The construction cost of public buildings is estimated based on function analysis,function-structure mapping method and building modular cost estimation method.The evaluation criterion of value management in the decision-making stage of public building is based on the demand weight coefficient,and the total estimated cost in the decision-making stage of public building is taken as the value management evaluation cost to realize the project value evaluation in the decision-making stage of public building project.By means of case analysis,the feasibility of the above methods and processes in the implementation of value management in the decision-making stage of public buildings is verified.This method and process provide great reference value for carrying out value management and research in the decision-making stage of public buildings.
