Due to the late start of the general contracting model in China,the lack of management experience and systems,and the slow transformation of the integrated design and construction management methods,the cost management of general contracting projects is the top priority of project management.Due to the integration of design-purchasing-construction,the general contracting mode of engineering can effectively shorten the project period and improve project efficiency,so it is widely used in large-scale public construction projects.Large-scale public construction projects have the characteristics of large investment amount,large investment scale,and high technical difficulty.From the project decision-making to the completion and acceptance stage,whether the preliminary design budget,investment estimate,and construction drawing budget are controlled at each stage,and whether the construction period to achieve the expected cost management effect,an overall comprehensive evaluation is required.Therefore,whether the general contracting project has achieved the corresponding cost management results,and how to evaluate the overall cost management performance of the general contracting project is an important research topic.First of all,through literature research,the characteristics of large-scale public projects and the characteristics of general contracting are obtained,and the concept of project cost management and performance evaluation is defined.Secondly,construct a performance index system for general contracting project cost management,using grounded theory and qualitative research methods to build an initial index system from bottom to top.The reliability of the selected index system was tested through questionnaire surveys,and finally the cost management performance index system of general contracting projects was determined.Thirdly,construct a large-scale public building general contracting project cost management performance evaluation model based on the DEMATEL-ANP method to quantify the mutual influence and degree of influence between the large-scale public building general contracting project cost management performance evaluation indicators.Based on the constructed performance evaluation model,the evaluation results are calculated,and the cost management process is summarized and improved based on the results.Finally,taking the general contracting project of Yangtze River International Conference Center as an example,applying the large-scale public building general contracting project cost management performance evaluation model proposed in this study to determine and analyze in detail the relationship between indicators,key influencing factors and important factors,etc.,to judge the project Effectiveness of cost management of turnkey projects.The research results of this paper provide theoretical support for the performance evaluation of large-scale public construction general contracting projects.It can not only scientifically measure the performance level of general contracting projects,but also provide an objective basis for further improving the cost management of public construction general contracting projects.It can also be used for similar projects.The performance evaluation of general contracting projects provides a certain reference basis.
