In April 2018,General Secretary Xi Jinping announced that the CPC Central Committee has decided to support Hainan becoming a Free Trade Experimental Zone,exploring and promotion a Free Trade Port with Chinese characteristics.Which brings challenges as well as opportunities to enterprises in Hainan province.And the enterprises will have great benefits,whether they can benefit from this opportunity,it requires enterprises to have the spirit of "Blacksmith need its own hardware" and improve their competitiveness.The infrastructure construction is essential to the construction of Free Trade Port,and the engineering construction industry is the "pioneer" of infrastructure construction.Engineering survey and design industry,as a technology-intensive and intelligence-intensive producer service industry,plays an important leading role in the field of engineering construction.At present,the survey and design companies mainly rely on talents,and talents are important resources of the company.The fact is that the homogenization is serious and the competition is increasingly fierce.It is an important way to have a good management of talents,retain excellent talents and enhance the competitive of enterprises.This paper,taking hainan RY Survey and Design company as the research object,has studied the features of the knowledge workers,used Management by Objectives(MBO)and 360-degree evaluation and other theories of Human Resource performance appraisal.Also combined the present performance appraisal status of RY company to find out the existing problems and optimize RY company performance appraisal system.At last,make it fit the company size and adapt to the needs of the company's development.Under the guidance of the professional theory of performance appraisal and with the help of the interview method,this paper found that the main problems include unclear assessment objectives,unreasonable assessment subjects and cycle,and improper application of assessment results.Then,in view of the problems,this paper reorganized the performance appraisal institution of RY company,set the goal principle of performance appraisal,developed the performance appraisal indexes and standards of the production team and the functional team respectively through the post analysis of each department,adjusted the assessment cycle as well.By taking a series of optimization measures of performance appraisal program,it provides a strong guarantee for the healthy development of RY company.This paper has a great promotion effect on the performance appraisal optimization,the sustainable development and the working motivation of employees of RY company.It also has a certain guiding significance and reference value for the performance management of small and medium-sized private enterprises.
