The railway is the backbone of the comprehensive transportation system,as the “Great power heavy”,it plays a vital role in promoting economic and social development.Before 2005,the quality standards of Fujian railways were relatively low,which severely restricted the rapid development of Fujian's economy and society.After more than ten years of large-scale railway construction,the Fujian Railway has now formed a "two vertical and five horizontal" road network framework and has fully entered the high-speed rail era.At present,the financing method for railway construction in Fujian is mainly direct financing,that is,the government uses financial allocation to finance,and the proportion of indirect financing such as the introduction of social capital and the issuance of bonds is small,and the investment subject and means are relatively single.Fujian Province will continue to promote the construction of fast(high)speed railways during the "Thirteenth Five-Year Plan" period,intercity railways,railway trunk lines and other projects.This is expected to require provincial capital of about 40 billion yuan for railway construction,which will bring huge The pressure on the provincial capital to raise funds may further affect the progress of railway construction in Fujian.Based on this,this article takes the construction of railway construction financing in FujianProvince as the research object,and strives to provide suggestions for raising railway construction funds for Fujian railways in the new period.The thesis applies the theory of infrastructure investment and financing,public product theory,and combines the characteristics of Fujian railway work.By using the methods of literature,field visits,case analysis,and comparative analysis,it draws on domestic and foreign railway construction financing experience and experts and scholars' research The results show that there are problems in the current financing management of Fujian railway construction: the investment subject and means are relatively single,the enthusiasm of social capital investment is not high,the availability of funds is not ideal,and there are obstacles to standardized management.It is believed that the reasons for the problems are: narrow investment channels for railways,poor management of railway companies,pursuit of social capital,slow progress in land development,and an imperfect social capital investment environment.Based on the actual situation,the thesis proposes suggestions and countermeasures to strengthen the management of railway fund financing in Fujian Province: first,exploring new financing methods and expanding diversified financing channels;second,strengthening business management,improving operating conditions,improving talent construction,and improving the benefits of joint venture railwaycompanies;The third is to continuously optimize investment and financing policies and increase the enthusiasm of social capital for railway investment;the fourth is to continuously improve the comprehensive land development and promote the coordinated development of railways and localities;the fifth is to promote the improvement of self-regulatory supervision mechanisms and improve the financing environmen.
