Study On The Construction Of Supply Chain Financing Model Of Municipal Engineering Construction Enterprises In Fujian Province

Since the reform and opening up,China’s construction industry has continued to develop,and its strength and contribution to the economy and society have been significantly improved.According to the data of China Statistical Yearbook,the proportion of China’s construction industry’s total output value in GDP has risen from 6.25% in 1980 to 25.07% in 2019.According to the statistics of China Construction Industry Association,In 2019,Fujian’s construction industry completed a total output value of 1316.4 billion yuan.It ranks seventh in the total output value of all regions in the country,and the proportion of construction industry output value in Fujian’s GDP is 31.05%.The construction industry plays an important role in the economy of China and Fujian Province,and its position as a pillar industry is stable.However,due to the particularity of municipal engineering construction enterprises,such as large scale,complex working environment and relatively concentrated projects,municipal engineering construction enterprises are facing many difficulties.It still faces the problems of low proportion of advance payment,long payment cycle of progress payment settlement,shortage of funds,and difficult and expensive financing for enterprises.Although in recent years,China has vigorously implemented BT,BOT,PPP and other business models,which have achieved some results in changing the mode of operation of the industry,due to the lack of guarantee capacity of construction enterprises and the single financing channel,the construction enterprises have not been able to do so.The phenomenon that construction enterprises,as individuals,are difficult to obtain credit from financial institutions in their actual development has not changed.Based on the capital flow,information flow and logistics in the supply chain,supply chain finance provides comprehensive financial services such as settlement and financing for enterprises in the chain,which emphasizes the authenticity of transaction background and the stability of cooperative enterprises.It weakens the qualification requirements of individual enterprise financing and is of great significance for solving the financing problems of enterprises.This paper takes the municipal engineering construction enterprises in Fujian Province as the research object,firstly combs the research status of domestic and foreign scholars on supply chain finance and construction enterprise financing,investigates the financing situation of municipal engineering construction enterprises in Fujian Province in the form of questionnaire,puts forward the current financing problems and analyzes the causes.On this basis,Closely combined with the main characteristics of municipal engineering projects in Fujian Province and the basic mode and characteristics of supply chain financing,the feasibility analysis of supply chain financing mode for municipal engineering construction enterprises in Fujian Province is carried out.Finally,based on the electronic commercial acceptance bill,the supply chain financing mode of municipal engineering construction enterprises in Fujian Province is constructed.This paper further elaborates the construction idea,operation process,advantages and characteristics of the "electronic commercial ticket monetization" supply chain financing mode,as well as the guarantee countermeasures for the implementation of this mode.Through the research of this paper,the supply chain financing mode of "electronic commercial ticket monetization" is constructed in the municipal engineering projects of Fujian Province.In this mode,the agent construction unit realizes zero-cost financing by virtue of the mode of enterprise credit-bill issuance-endorsement transfer-due payment,and the construction enterprises in the chain can realize low-cost financing by virtue of the credit of the agent construction unit.This mode uses electronic commercial acceptance bill as a payment and financing tool,replaces traditional account credit with bill credit,and has the advantages of strong judicial protection,clear rights and obligations,contractual payment,pledge transfer,etc.,in order to solve the accounts receivable in the supply chain of municipal engineering in Fujian Province and resolve the difficulties of accounts receivable and payable of enterprises in the chain.Effectively alleviate the financial pressure of construction enterprises.
