| Nowadays,China is on the reform and opening-up and its economy develops at top speed.The quality of construction has to do with people's benefit,national economic investment returns and sustainable development of construction industry.Although China's government has been paying high attention to the quality of construction,there are some insufficiencies in the government supervision on construction quality at present,for instance the deficiency in the law execution efforts,low execution efficiency,different supervision standards and so on.Moreover,some of the law is seriously divorced from the speed of economic development.As a consequence,it is more important and necessary to study how to effectively solve the problems above and improving the level of construction supervision.This paper takes the practical problems that the author has experienced during supervision and law execution as a point and aims to deeply analyze the cause of problems and contradictions on supervision and law execution in some district in Beijing through reviewing development track of national government supervision mode in longitudinal ways and comparing other countries' government supervision modes in horizontal ways.Furthermore,the paper combines experience of the author with the knowledge about science of public management,science of administration,engineering,etc.and come up with creative solutions from law authorization,organization structure,law execution informatization,the quality of legislation,the standards of law execution and talent cultivation which regards overall planning,unified standard and results-focused as guiding ideology.The paper aims at prompting supervision organization to enhance supervision level,regulate supervision process,unify execution standard and innovate management mode and providing advice and suggestions for the development of national construction quality supervision mode and for the working ways of supervision and law execution. |
