Construction Engineering Ouality Supervision Management Model Analysis And Reform

In the world of "Engineering project", the concept and method of project management is increasingly being applied to almost every field and every work. Obviously, the government engineering quality management which has very close links with the specific construction project can also be through the project management way. The government in building engineering quality management, should not only inherit the traditional project management of some management functions, for an area or a particular item set plan, organization, motivation and control, but also in the longitudinal and transverse across the organization and function of the boundary, perfect system construction and improve the multi sector joint management, to improve the project management.In recent years, the engineering quality problem gets more and more attention of the public. Frequent quality safety accidents seriously harm people’s life and property safety. The disorder of construction market and the non-standardness of the parties’ behavior are the main causes. In order to fundamentally solve the quality problems, not only the supervision of construction market needs to be strengthened and the behavior of the parties’in construction market be standardized, while standing in the government administrative departments and quality supervision institution perspective, but also refined and developed in response to specific practical mode of supervision and mechanism from its supervision management system according to the actual circumstances in the construction of legal system framework. The focus of this paper is how to innovate and reform the present mode and mechanism of quality supervision organization, which is also the specific requirement for the government to strengthen supervision of engineering quality and ascend engineering quality level of the whole.This paper is mainly based on the current building laws and regulations. In the first place, it summarizes the research construction administrative departments or the quality of supervision and management in recent30years with the law of development and the present quality supervision agency problems in Ningbo, combining with the present situation to summarize its operating in the main contradiction of existence or malpractice. In the second place, it uses sciences of project management, game theory, new institutional economics, management and other scientific theory to make empirical analysis of the mechanism and principle of engineering quality supervision behavior throughout the operating system to reveal the rules of behavior management and system design.Finally, with the conclusion of the empirical analysis and the author’s practical experience, the paper proposes the reform and operation mechanism of engineering quality supervision mode and puts forward some update comments on engineering quality supervision mode reform, which has strong practical significance.
