With the development of photovoltaic industry,the cost control of photovoltaic power plant project has a more significant impact on the project investment efficiency.The cost control of the project is gradually extended to the whole process control of the whole construction project.In the whole process of cost control,construction cost control,as the middle stage of project construction,is one of the key works of project cost control.The cost control in the construction stage lays the foundation for the final accounts and post evaluation of the later projects,and plays an extremely important role in the project investment income and construction process management.Due to the restriction of land acquisition,financing loan and compliance procedures,the PV power plant industry in China has lost control of investment,exceeded cost and separated technology from economy in the process of project construction.Based on the theory of construction cost control,this paper discusses the existing problems in cost control of large-scale ground power station project.By describing the six stages of construction cost management of r100 mw photovoltaic project,i.e.goal,plan,control process,accounting,analysis and assessment,this paper summarizes four problems affecting construction cost control,and analyzes four problems of construction cost control,i.e."backflow",settlement amount exceeding contract amount,long completion settlement period and large on-site material loss.Through the analysis of case study,theoretical literature and experience summary,this paper designs the improvement plan for the four problems,and proposes the corresponding safeguard measures from the four aspects of organization,system,technology and contract.
