The Research On Energy-saving Management System Of Commercial Vehicle In China

It is getting more and more attention in air quality,as the "battle for the blue sky" has began.At the same time,it has been increasing by years at the amount of carbon dioxide,and it is not optimistic in the global warming situation.As urgent as the environmental problem is the energy crisis,china’s dependence on foreign oil in 2018 has reached 72%,far exceeding the internationally recognized warning line of 50%.Improving the fuel economy in automobiles,especially improving the fuel economy of commercial vehicles is of great significance to clean air quality,reduce greenhouse gas emissions and alleviate the energy crisis,as commercial vehicles’ amount is increasing and each commercial vehicle is of high fuel consumptionBecause the research of commercial vehicle energy saving management system is based on the research of automobile energy saving management,this paper analyzes the process of automobile energy-saving management in the United States,European Union and Japan in stages,and sorts out the internal logic of energy-saving management,considering time sequence and the internal cause of policy.In terms of managed objects,the policy first focus on the easy part,passenger cars,then to the hard part,light commercial vehicle and at last to the hardest part,heavy commercial vehicles.In terms of management measures,it mainly starts from three aspects,the first one is raising the limit standard and target value,the second one is carrying out positive financial and taxation policies,and the third one is completing marking system;In terms of target Group,the policy is mainly to encourage manufacturers to increase energy-saving R & D Investment,to improve the production of energy-saving vehicles.Besides,the policy encourage consumers to buy energy-saving vehicles.In order to explore the energy saving management system of commercial vehicles in China,this paper carded the automobile energy-saving management in our country,on the basis of fully learning from foreign automobile energy-saving management experience.As for passenger cars,China has established a complete system with fuel consumption limit as the bottom line,target value as the high line,integral policy mediating from it.At present,there is only fuel consumption limit management in commercial vehicles,and it is difficult to formulate a targeted financial and taxation policy and marking system because of the relatively extensive management of energy conservation in commercial vehicles.This paper discusses the ideas of energy-saving management of commercial vehicles in our country,according to the actual situation of our country and the experience of International Development,that is,to improve the basic database,to establish the authentication of energy-saving commercial vehicles,and to improve fiscal and taxation policies.In addition,this paper analyzes measures in the energy-saving management of commercial vehicle,such as the identification of energy-saving vehicle type and the importance and urgency of the key management measures.The paper is trying to promote China’s commercial vehicle energy-saving management system.
