With the development of society and economy, energy shortage has become a major strategic issue which deeply affecting the global political and economic development. As the main country of energy consumption, China is facing the heavy development pressure from home and abroad, and then the social contradiction between economic development and resource environment is becoming more and more prominent. The demand of transportation continues to expand with the development of economy. In recent years, the transport industry continues to strengthen the construction of infrastructure, and continuously enhances the capacity of highway transportation. Meanwhile, the energy consumption of transportation industry is increasing fastly, and the proportion of total national energy consumption is also increasing year by year. In order to maintain the operation and management capabilities, to provide safe and efficient traffic levels, there’s a lot of energy, especially electrical energy, consumed in the process of highway operations management which accounts for more than 13% of the entire transportation industry power consumption. For saving the power consumption and the cost of highway operations management, there’re several energy saving technologies have been used about renewable energy, energy saving, energy saving control and so on. And the comprehensive balance of energy saving effect was not concerned from the system point of view, resulting in the operation managers were difficult to make scientific and reasonable evaluation and decision making for energy conservation. Therefore, it restricted the efficiency of energy saving technologies of highway operations management.The research focuses on the route of ’Analysis of the status quo- Energy consumption estimates- Explore the potential- Analysis of the technologies- Solutions- Scientific decision making- Energy saving evaluation’. To solve the problems of systematic application of energy saving technologies, the research of energy consumption analysis, multiple attributes evaluation and decision making methods, energy sub-metering, energy saving effect evaluation of energy saving technologies of highway operations management are deeply carried out.Firstly, it analyzes the characteristics of energy consumption of highway operations management. The fist character is that energy consumption is mainly composed of power consumption. The second is that the power consumption is mainly concentrated in the toll stations, management center, tunnels and along the facilities. The last is that the energy saving potential of operations management is very larger. So these characteristics provide a prerequisite and foundation support for the research.Secondly, according to the condition of the energy consumption of highway operations management, a method of energy consumption estimation is given which only needs some related parameters easily to obtain. And a wide-set of estimation model is established according to the analysis data of the status quo and the analysis methods of energy consumption index. Then, based on the method of circulation-backward multiple regression analysis, some elements in wide-set which are not important are removed and the new final model set is obtained. The dimension of final model set is reduced, and meanwhile the number of observation values of set can be increased. According to the new final set and new observation values, the energy consumption estimation model is established.Thirdly, combining the power flow link, the technical principles, composition and key factors of energy saving technologies of highway operations management are analyzed. Subsequently, the laboratory tests, engineering tests and simulation tests are carried out and then the elements including technical characteristics, application fields, application effects, technical limitations, development potential and so on are obtained.Fourthly, the method of multiple attributes evaluation and decision making based on trapezoidal fuzzy numbers for energy saving technologies is studied. The methods of getting weight based on AHP and the relations between fuzzy evaluation language and trapezoid fuzzy numbers are analyzed. Then, assignment of multiple attributes weights and decision makers’ weights is introduced. Finally, the possibility degree matrices and the ranking vector are solved and then the optimal solution decision has been found.Finally, the principles for energy consumption classification of highway operations management are proposed. They are systematic, accessibility and simplicity. According to the principles, the energy sub-metering model of highway operations management is established. And the load estimation model, equivalent model and energy sub-metering splitting model are built for energy sub-metering estimation. Subsequently, to evaluate the energy saving efficiency, four evaluation methods and their application conditions are given to get the quantity of energy saving.Through this research, the problems of energy consumption analysis, energy saving potential mining, energy saving technologies analysis, evaluation and decision-making, energy sub-metering, energy saving efficiency evaluation of highway operations management are solved. And it provides a scientific, rational and effective technical support for the application of energy saving technologies of highway operations management.
