Now 39 cities in China have opened subway lines,and these cities are still building and planning new lines.There are 34 cities in the process of subway line construction.So far,there are more than 150 railways in operation in China.A large number of engineering vehicles are required for the operation and maintenance of so many railways.In order to develop the market,ZQ company will develop,research and trial produce engineering vehicles as a new industry of the company.ZQ company is the main R & D,manufacturing and maintenance base of Chinese railway diesel locomotive.After several times of large-scale speed increase and railway electrification development,the diesel locomotive of China Railway has entered a saturated state,because the business structure of the company is relatively simple,the business situation has turned sharply,falling into the vortex of loss.In order to get out of the dilemma,it is urgent to find new industrial modules.As the three new industrial modules,engineering vehicle has laid a foundation for the breakthrough and development of the enterprise.ZQ Metro Network Rail testing vehicle project,including the main features of common projects,at the same time,the project also has some features different from other projects,such as high risk,many innovation points,short cycle,limited resources,lack of experience and so on.In order to solve the problems existing in the project of ZQ company's metro network rail inspection vehicle,the research on project schedule management is emphasized.In the start-up phase of the project,define the milestone nodes at the first level of the project,and write them into the project charter as the phased process objectives and progress benchmarks to promote the project.In the planning process,the work breakdown structure is subdivided to form a scientific,comprehensive and controllable task work package.According to the work breakdown structure and the relevant organization of the project,implement the decomposed work to the relevant departments or individuals.The three-point method is used to estimate the time required for each activity unit,identify the leading tasks of each task unit,complete the preparation of project schedule,and identify the activities on the critical path and find the critical path in the form of project network diagram.According to the critical path,the total construction period of the project is 531 working days,but the contract is 403 working days,and the total period of the project has far exceeded the contract period of the project.In this paper,by looking for bottlenecks,optimizing the route,greatly reducing the total construction period of the project,starting the long-term material arrival period of up to 180 days in advance,and optimizing the network by changing the mode of locomotive batch production Network diagram to shorten the total construction period.After the completion of the project plan,the total construction period of the project is 396 working days,10 days in advance for locomotive transportation and handover.In the process of project implementation,there will inevitably be various risks such as design deviation,manufacturing deviation,delay of purchased parts,external factors and so on.By calculating the process time difference,the normal implementation of the plan can be better controlled.Finally,combined with the information of work breakdown structure chart,work time estimation,logical relationship between sub bottom work packages,etc.,the Gantt chart of ZQ metro network rail inspection vehicle project is compiled by using Microsoft project software.In the project implementation stage,in order to track and control the progress of the project schedule,the project team shall establish a hierarchical wechat group to form a hierarchical information management network;establish a regular meeting system to solve various problems in time;the milestone project node shall fill in the inspection confirmation form and other inspection measures to check and control the project implementation process.Through the analysis of the project schedule deviation,the paper finds out the reasons such as the influence of internal and external environmental factors,the lack of limited control means of schedule management,the lack of understanding of new technology and new process and the lack of response ability.Through analysis and summary,it is concluded that ZQ company's subway network rail inspection vehicle project has a long implementation time,involves many influencing factors in the process of project implementation,has complex management lines,and requires a lot of resources.In order to successfully implement the project schedule management work in an old state-owned enterprise like ZQ company,it is necessary to guarantee the internal and external conditions of the company Guarantee measures shall be taken for project progress monitoring means,management system and mechanism,technical resources input,etc.Finally,it summarizes the achievements in the research process of the project schedule management,expounds the importance of the project schedule management to the project implementation,and provides reference experience for the project schedule management of the locomotive new manufacturing project in the future.
