Research On Cost Control Of Renovation Projects In Universities Based On Value Chain Theory

As the development of higher education career in our country,the enrollment scale of colleague has been extending year by year.Nowadays,original campus facilities have could not satisfy the requirement of teaching and scientific research,the function,style and structure of buildings all need to be adjusted,which brings about the increasing repairs and maintenance in colleges and universities.However,the engineering management of repairs and maintenance in our colleges and universities is extensive for the moment.We can find that the researches on cost management of construction and renovation projects concerning colleges are relatively fewer through the literature retrieving of the past ten years.In consideration of the particularity of repairs about universities,the problem has been popularly embraced that how to carry on total process management on various repairs and improve the project control and economic benefits through utilizing advanced scientific theories.Pointing at the characteristics of college repairs,three sorts of methods including combining theoretical analysis with case analysis,documentary analysis and statistical research are utilized in the thesis.Firstly,the developments of the Value Chain Theory both at home and abroad are studied and elaborated,problems of engineering cost management concerning college repairs are gathered,and reasons are recognized.Secondly,through a further research on the Value Chain Theory,we can find theoretical support and investigative basis out for the article that applies the Value Chain Theory to engineering cost management about college repairs,as well has sorted basic activities in time dimension and support activities in spatial dimension out from college repairs,among these activities,basic activities are including activities of five parts: proposal,design,bidding,construction and acceptance and post-evaluation,while infrastructure construction,human resource management,technology application are thought to be part of support activities.Afterwards,we can see that the article analyses the relationship between activities in the value chain and research value priority through the effect on engineering cost management by combining basic activities and support activities,then according to the priority these combining activities can be divided into “key activities”,“general value activities” and “low value activities”.Next,after analysis of relationship and value among activities,we can propose strategies on cost control of college repairs viewed from the value chain,those are optimization strategy of the value chain in time dimension-the management and enhancements of basic activities,optimization strategy of the value chain in spatial dimension-the management and enhancements of support activities,optimization strategy of the value chain based on space-time fusion-the synthetical management and enhancements of support activities in the activities of basic activities.At last,a successful case about cost control of college repairs is introduced to research how to achieve cost control through the management of “key activities” by means of deep analysis strategies to optimize the value chain.Through the analysis on engineering cost control of college repairs in the way of value chain,the targets of the article are concluded as three aspects: providing thoughts for cost management of college repairs in our country;making funds for college repairs more efficiency;reducing capital losses and wasting.
