Research On Strategies For Practical Village Planning From The Perspective Of Three Basic Spaces Cooperation

Agriculture,rural areas and farmers are the fundamental problems facing the development of national economy and society,and the construction and development of the countryside has become the most important part of the national work at the present stage.From 2004 to 2019,the No.1 central document,issued for 16 consecutive years,took rural development and construction as the main topic.In 2017,the report of the Nineteenth National Congress of the Communist Party of China clearly proposed the implementation of the rural revitalization strategy,opening a new stage in promoting urban and rural overall planning and rural development."Five levels and three categories of land and space planning system" is put forward in the Opinions of the State Council of the CPC Central Committee on the Establishment and Supervision of Land and Space Planning System.The practical village planning of "multi-planning in one" has become a new task to guide the overall revitalization of rural areas,and is also the key to guide the development of village construction.Therefore,under the dual drive of policy and times,how to coordinate the three basic spaces of ecology,production and life and play the synergistic effect and multiplier effect of the three,so as to achieve "intensive and efficient production space,moderate living space and beautiful landscape of ecological space" through reasonable village planning,it’s a major proposition in the context of rural revitalization and sustainable development.Lueyang county is located in the key ecological functional areas in China-middle and high mountain areas in the Qinba mountain area,is one of the key poverty-stricken counties in poverty alleviation and development.Lueyang county is rich in resources and ecological environment.However,because of the long-term barrier by the mountains,the area is relatively closed and the natural conditions are complex,the contradiction between resource exploitation and environmental protection is prominent,and the level of rural construction and economic development is very backward.So,Lueyang county urgently needs appropriate village planning to promote rural revitalization and development.This study firstly analyzes the current social and economic environment and the general trend of rural construction.Then,on the basis of clearly defining the relevant basic concepts,the paper studies the theories and practical experience of rural planning and construction,three basic spaces and rural human settlement environment in different disciplines at home and abroad,with special attention to the planning theories and models of mountainous villages.Secondly,from the perspective of the three basic spaces cooperation and based on comprehensive and detailed on-site investigation,questionnaire interviews and data collection,this paper qualitatively analyzes the characteristics and development predicament of the village in Lueyang county.Then,by constructing the three basic spaces synergy evaluation model,selecting the sample villages for quantitative evaluation,and combining with the results of the synergy evaluation,this paper analyzes the causes of the three basic spaces synergy development problems.Based on the above analysis,the paper puts forward the village planning goals,principles and key points of the three basic spaces cooperative development in Lueyang county.After that,the paper discusses the practical village planning strategies of Lueyang county in detail,including village space control,village land layout,village industry development,public infrastructure,village safety and disaster prevention,landscape improvement and village construction through studying the strengthening mechanism of three basic spaces cooperation.Finally,according to the evaluation results of spatial synergy degree of the three basic spaces in villages of Lueyang county,this paper selects three typical villages to carry out a concrete empirical study of village planning.Using the data processing and analysis software such as arcgis,excel,this paper studies the present situation of the construction and development of the three villages,and combines the practical village planning strategies discussed above,mainly puts forward the village planning ways from the aspects of the three basic spaces integration,industrial development guidance,public service and landscape improvement,so as to promote the village resources reasonable overall planning,three basic spaces coordinated construction,enhance the comprehensive value of rural regional space in Lueyang county,and realize the pluralistic goals of rural revitalization and development.It is expected to provide reference methods for studying the planning and practice of other villages in Qinba Mountain area.
