With the rapid increase of the number of vehicles in China, the contradiction between urban parking demand and parking spaces supply is increasingly irreconcilable. Parking problem has become another major problem after traffic congestion. The root causes of the urban parking problem are as follows: On the one hand, the construction of public parking facilities lags far behind the growth rate of motor vehicles. On the other hand, the existing parking facilities cannot be fully utilized, there is a lot of idle parking spaces in the residential area during the daytime. Many places issued the "shared parking" policy in recent years to encourage the opening of residential parking spaces but with little success. It is necessary to study the feasible sharing strategy of residential parking spaces.This paper studies the influencing factors of residential parking space sharing, expounds the feasibility of sharing residential parking spaces from three aspects: theory, policy and technology, and puts forward some suggestions on the implementation of sharing residential parking spaces. Basing on the analysis of the applicability of various parking demand forecasting methods and the parking demand characteristics, this paper uses the exponential smoothing method to obtain the estimated number of vacant residential parking spaces in each period. To protect the residential parking spaces owners’ parking demand, a method for calculating the number of vacant residential parking space and the length limit of parking time is presented. This paper explores the principles of market positioning and price setting for residential parking spaces sharing, carries out a survey of the shared parking spaces selection behavior of the drivers, establishes a model of residential shared parking spaces pricing, considering the probability of parking spaces selection, on the basis of the BL model.The model takes the off-road public parking rate as a reference and constraint, and the number of vacant residential parking spaces in each period as the limit,pursues maximum parking gains without affecting the income of other public parking facilities. Finally, this paper takes Huayuan district in Langfang City as an example to illustrate the steps of estimating the number of vacant residential parking spaces and pricing the vacant residential parking spaces.
