Research On General Aviation Medical Rescue Standard System Based On Equipment Requirement

Timeliness is the key in medical rescue activities.Aviation means,by virtue of its advantages of fast,efficient and less limited by geographical factors,are increasingly widely used in China's medical rescue activities,and play a unique and key role.However,China's aviation medical rescue is still in the development stage,for he number of relevant standards cannot meet the actual needs,the existing standards cannot effectively guide the rescue activities,and there is a lack of systematization.Therefore,aviation medical rescue can not play its due advantages and role.From the perspective of analyzing the demand of general aviation medical rescue equipment and constructing the standard system of general aviation medical rescue,this paper firstly analyzes the connotation,characteristics and current situation of general aviation medical rescue.Making clear the important position of aviation medical rescue equipment,and the scientific nature of constructing standard system based on equipment requirement is determined.By analyzing the current situation and existing problems of general aviation medical rescue standard system in China(such as the quantity is insufficient,the coverage is not complete,the standard type proportion is unbalanced and the standard update is not timely),the construction basis,purpose and emphasis of standard system are determined.In order to ensure the systematization and comprehensiveness of the standard system,Select the combat view,capability view and service view of the United States department of defense architecture framework(DoDAF).To complete the construction of seven view products,which directly analyzed and described the objectives,scope,organization,mission demand,capability demand,service demand and other key factors which affecting the equipment demand of general aviation medical rescue activities.And determined the equipment demand through the construction of general aviation medical rescue equipment system.What's more,providing an internal content framework for the construction of the standard system.According to the requirements of the standard documents for the construction of the standard system in China,under the guidance of the principles and objectives of the construction of the general aviation medical rescue standard system.,the three-level structure framework of the standard system is determined.By using the three-dimensional coordinate method,the demand space of the standard system is constructed from six dimensions(level,elements,nature,specialty,implementation scenario and rescue stage).According to the classification of the constructed equipment system,the standard is divided into four subsystems: rescue information,command and control,medical aid and rescue support,establishing the internal content framework of the standard system under the guidance of equipment requirements.Therefore,the hierarchical rationality,comprehensiveness and systematicness of the system are guaranteed.Finally,a general aviation medical rescue standard system is constructed,a detailed list of the standard system is completed,and suggestions on the compilation of general aviation medical rescue standard are put forward.And through the identification of key standards,the paper puts forward the standards that should be developed first,which can provide reference for the construction of China's general aviation medical rescue standard system.
