Study On Community Empowerment Of Houkeng Community In Quanzhou Urban Fringe

Community,as the smallest residential unit of city,becomes an essential role of urban development.Recent years,governments prefer to taking the renewal land,which is mainly used in economic development.As a result,a large number of rural communities are converted into urban communities in urban fringe.These urban-fringe communities as the products of the times,face different challenges and governance approach from traditional communities.So directly how to overcome the complexity of demographic,the cultural difference between urban and rural,enhance the community identity,become the urgent problems.Also in recent years,community empowerment is emerging in Chinese mainland.As a community governance approach,community empowerment lays emphasis on the common development in material and immaterial aspects,the progress of community comprehensive development.Obviously,the study on the community empowerment of urban-fringe communities is of necessity and feasibility.Houkeng Community in Quanzhou,as a typical community in urban fringe,started community empowerment project under this background.As the community empowerment action developing,this paper selects Houkeng as study case and,focuses on the the situation of community participation and interaction,analyses the organization pattern behind the action.The key points of this paper can be divided into four sections.Firstly,this paper describes the background and problems of this study.In particular,this section summarizes the background of the development of community governance,the challenges in urban-fringe communities,and boom of community empowerment,also discusses further on the relation of community empowerment and community development.The second section focus on the origin and development of community empowerment,also sorts out its methodology which contains three majors: organization,method and progress.Base on that,this paper studies on the feasibility on application of community empowerment in urban-fringe communities.The next section sums up the background and outline of community empowerment in Houkeng and expounds the whole progress,especially taking an in-depth look at two major events.The last section,analyses the changes of organization pattern during the community empowerment progress.This study has important significance and application value to development pattern of urban-fringe community and community empowerment localization.
