Study On Institutionalized Operation Of Urban Design For"One Picture"of Spatial Planning

China's urban design and related work has been carried out for many years,but due to the "informal" and "light control" operation status of urban design,it is difficult to play the actual role of urban environment shaping and control,so the research on institutionalized operation of urban design has been a focus.However,due to many reasons such as division of departments and branch planning,the institutionalized operation of urban design is difficult to be recognized and established substantively.Therefore,this paper starts from the current reform of spatial planning and the construction of "One Picture" of spatial planning,and aims at improving the urban space management system and shaping a good urban style,to explore the construction of institutionalized operation of urban design oriented to "One Picture".This paper firstly combs the development course of urban design operation in China from the perspective of institutional change,summarizes the root cause of the difficulty in institutionalized operation of urban design,and then analyzes the resistance of institutionalized operation of urban design in China from the perspective of external institutional environment.At the same time,through sorting out the relationship between spatial planning "One Picture" and urban design,this paper analyzes the opportunity of institutionalized operation of urban design for territorial spatial planning "One Picture",and the new requirements of institutionalized operation construction of urban design for "One Picture".Secondly,in the face "One Picture" under the premise of institutionalization work to build urban design,based on the construction of urban design institutionalization work opportunity and requirements,combined with domestic and international urban design operation experience and the development trend of the design from the city for examination and approval of establishment mechanism,the translational mechanism,mechanism,implementation mechanism four aspects to build the "One Picture" urban design oriented institutionalized operational mechanism,at the same time from theorganization's security,dynamic monitoring,laws,regulations and policies related to three aspects institutionalization work to build the urban design of security system.Finally,the paper aims at the current situation and problems of Xiamen urban design and operation,as well as the construction status of "One Picture" in Xiamen.Taking the fourth and fifth chapters of this paper as reference and combining the current development trend,this paper puts forward relevant Suggestions on the construction of institutionalized operation of Xiamen urban design from the municipal level.Through the above points,this paper hopes to focus on the current spatial planning and urban design reform period,explore the institutionalized operation of urban design in China,and provide references for the institutionalized operation of urban design in Xiamen and other cities.
