Study On The Management Mode Of Nanjing Urban Tunnel Group From The Perspective Of Project Group

At present,with the rapid increase in the number of municipal facilities in Nanjing,the increasing complexity of municipal facilities,and the increasing public demand for the safe and efficient operation of municipal facilities,the traditional management concept and mode of municipal facilities have increasingly failed to meet the requirements,especially for major municipal facilities with complex technology,high security requirements and network operation.Municipal facilities are important infrastructure and ”lifeline” projects in cities.They are the material basis for the normal operation and healthy development of cities.They are typical public goods with obvious foundations,pioneering,public utility and natural monopoly.For this reason,Nanjing has initiated the reform of ”separation of construction and management,separation of management and maintenance,and maintenance of market operation ” in the field of municipal facilities.In order to further clarify the specific management mode of Nanjing municipal facilities,especially tunnel group,on the basis of the reform direction of Nanjing municipal facilities management,this paper investigates and studies the typical domestic and foreign municipal facilities management mode and tunnel group management mode,designs the management mode by analyzing the characteristics of tunnel group,and builds centralized transportation through intelligent means.Operating intelligent management platform,thus promoting more efficient and safe operation of Nanjing City Tunnel Group.Firstly,this paper studies the relevant literature of urban infrastructure management,analyses the significance and purpose of its construction and management,and studies the current situation of urban municipal facilities management at home and abroad,thus formulating research methods and technical routes.Then the connotation of urban municipal facilities is elaborated,and its management status is analyzed.Combined with the concept of integrated project management,the characteristics of urban municipal facilities are identified and analyzed,and a new centralized management mode suitable for urban municipal facilities is proposed.Finally,taking Nanjing City Tunnel Group as an example,this paper empirically analyses the possible problems and risks in the management of Nanjing City Tunnel Group,constructs the centralized management mode of Nanjing City Tunnel Group,carries out centralized management by means of information technology,draws conclusions and summarizes them.Through the research,we can draw a conclusion that the core of centralized operation mode is to build a ”three-tier management system” of clear division of labor,clear power and responsibility supervision,transportation management andoperation: that is,to take the competent government department as the supervisory layer,to exercise administrative and industry management functions;to take the centralized operation unit as the transport management layer,to accept the supervision and assessment of the competent government departments,and to control the tunnel system and information.Centralized operation is carried out in system,monitoring system and emergency disposal.Specialized operation enterprises such as maintenance,cleaning and facility maintenance are selected through market-oriented public bidding.Specialized operation enterprises are taken as operation layer to engage in specific labor service operations within the scope of contracts,and are subject to management and assessment by centralized operation units.Because Nanjing urban tunnel group has the characteristics of complex structure,multiple risk management and control,extremely low safety fault tolerance rate,multi-department coordination and linkage,undertaking sudden and political tasks,the implementation of centralized operation has the following advantages: first,it is conducive to overall management,strengthening risk control of tunnel group,ensuring safe operation;second,it is conducive to comprehensive coordination,reducing coordination costs,and realizing rapid fingers.The third is to embody the basic attributes of tunnel as public goods,which can avoid the contradiction between the attributes of public goods and the profit-seeking,short-sightedness and short-term nature of social capital caused by simple marketization;the fourth is to embody the control of professional team management,which can smoothly guarantee the major political tasks of rescue,disaster relief,flood control and cities;and the fifth is to embody the basic attributes of tunnel as public goods.The scale economy effect was brought into play,the initial investment and the later operation cost were reduced,and the goal of intensive management of the tunnel management control center was realized.
