Since the new century,China's economy has continued to develop rapidly and healthily,and a large number of large-scale water conservancy projects,traffic engineering,municipal engineering,and electric power projects have been built.The construction of these large-scale projects has promoted the rapid development of the economy and society,but it has inevitably brought about some negative impacts,especially the problems of land acquisition,house demolition and resettlement that are widely involved in infrastructure projects.The problem of landless peasants exposed in the context of large-scale projects has drawn more and more attention from the society.Previous studies on landless peasants are focused on remedial measures after problems occurred,and few thoughts focused on large-scale projects during the project decision-making stage and social impact assessment stage.The impact of project construction on the land-lost farmers and the future livelihood status of the land-lost farmers will be pre-judged and assessed.The social impact investigation and evaluation of the Shengtianhe Comprehensive Treatment Project in Chuzhou is the pilot application case of the research group “Research on the social impact proactive evaluation method for large-scale projects oriented to the process”.The paper is based on the scientific analysis and demonstration of the background conditions.The localized social impact assessment variable system established in the previous period was optimized.Then,according to the localized social impact assessment variable system after optimization,the social impact field investigation of the Shengtianhe Comprehensive Treatment Project in Chuzhou was carried out through investigation on spot,questionnaires and case interviews,and the data analysis was carried out by SPSS to demonstrate the large-scale localization.The scientific nature of the engineering social impact assessment variable system provides a comprehensive perspective and reliable theoretical support for the sustainable livelihood assessment of land-losing farmers under the impact of large-scale projects.The research in this paper verifies the practicability and operability of the “diachronic comparison method”.By selecting the control community similar to the state to be evaluated before the project is developed,the social impact of the control community by comparing similar development projects is intended to assess the social impact of expected changes in the community to achieve early management and projectization.Through comparative analysis of the data changes between the experimental group and the control group,the pre-judgment of the community's livelihood status changes is predicted,and then the optimization proposals for the demolition and resettlement compensation policy and the later construction are proposed.
