Performance Evaluation Of Long-distance Water Transfer Project Operation Management

Long distance water transfer project is generally characterized by long line,large investment,various project types and high complexity of operation management.Standardized,safe and efficient operation management of water transfer project is the guarantee of water supply safety.It is of great significance to study the performance evaluation of operation and management of long-distance water transfer project,to standardize the operation and management procedures of long-distance water transfer project,to improve the operation and management efficiency of long-distance water transfer project,to ensure the safe operation of long-distance water transfer project and to improve the water supply guarantee rate.This paper studies the performance evaluation of operation and management of long-distance water transfer project from the perspective of combination of theory and practice.First of all,this paper describes the background of the study and the significance of the performance evaluation of the operation and management of long-distance water transfer project,and analyzes the research status at home and abroad.Secondly,the operation management theory,performance evaluation theory and cloud model theory of water diversion project are summarized.Thirdly,taking the operation and management performance of long-distance water transfer project as the target layer,according to the principle of establishing the index system,combined with the characteristics and current situation of the operation and management process of long-distance water transfer project,the performance evaluation indexes of long-distance water transfer project operation and management are preliminarily selected by the literature analysis method,and the indexes are screened by the questionnaire survey method and the importance index method,and the package is established Including organization management,financial management,safety management,channel engineering management,building engineering management,scheduling management and public satisfaction seven dimensions of performance evaluation index system.Then,the combination of AHP and entropy weight method is used to determine the index weight,and the performance evaluation model of long-distance water transfer project operation management based on cloud model is constructed.Finally,the rationality and applicability of the performance evaluation index system and performance evaluation model established in this paper are verified through the case study,which provides decision support for the standardization,safety and efficiency of the operation and management of long-distance water transfer project,and has important theoretical and practical significance.
