Large scale construction projects plays an important role in promoting national economic growth,and it is an important pillar industry in the development of national economy.However,with the continuous expansion and development of large-scale construction projects,the projects have the phenomenon of poor competition,which makeing human health problems,safety problems and environmental problems(HSE)more and more serious.As the effective tool to measure the behavior and results of the project,the performance evaluation can assess the overall level of project management and guidance objectively.Therefore,it has great significance to explore the way of scientific performance evaluation for the HSE management of large projects.Combined with the characteristics of large-scale construction projects that including of large investment,long construction period,the implementation stages of high complexity,wide influence range,this paper apply the thought of system engineering to study the HSE management on performance evaluation of large scale,the main research work is as follows: firstly,in the process of large scale construction project construction as the starting point,respectively,constructing a set of overall evaluation index system of HSE management from the three levels,which including of occupation health,safety management and environmental management.On this basis,using rough theory to simplify index,eliminating the repeatability and correlation of indicators and constructing a set of index system for large scale construction project HSE management performance evaluation.Secondly,combined the improved three standard degree of AHP and entropy method,which ensure that the scientific and rationality of results.At the same time,combined with the fuzzy mathematics evaluation model,establishing the sub objective performance evaluation model including of health management,safety management and environmental.Thirdly,Based on the three-dimensional space coordination degree model,this paper integrates the three aspects of occupational health,safety management and environmental management.At the same time,considering of the coordination and dynamic development of HSE management,this paper integrates the comprehensive performance evaluation of the static HSE management value,static balance and dynamic coordination degree,which constructing a comprehensive performance evaluation of HSE management model for large scale construction project,improving the accuracy and scientificity of the performance evaluation of HSE effectively.Lastly,based on the West Coast District of Qingdao Nuo Shawan project,the large scale construction project HSE management performance evaluation index system and three-dimensional coordination model are applied to the project practice,analyzing the existing problems in the process of HSE project management,and puting forward some corresponding measures to improve the management level of HSE.Through the analysis,this paper mainly includes the following achievements: firstly,based on whole process of construction,this paper identifies the three aspects of factors from the occupation health,safety management and environmental management,and uses the rough set theory to reduce the initial index system,which can eliminate the repeatability and correlation of the performance index system effectively,meanwhile,which can lay the foundation for a reasonable and comprehensive performance evaluation.Secondly,using scale 0~2 to instead of scale 0~9 of traditional AHP,which can greatly reduce the difficulty of expert evaluation,while the entropy method is a kind of method that rely on the decision data,which is strong objectivity,in this paper,three scale AHP and entropy weight method are combined to determine the weight,which is more reasonable and scientific.Thirdly,integrating of the three sub goals including of health management,safety management and environmental management,using the fuzzy mathematics evaluation model to determined each target value,on this basis,taking into account the overall,the dynamic development and the coordination of the three sub goals,this paper uses three-dimensional space coordination model to integrate performance value of three sub target,which making the evaluation results more intuitive and have stronger conviction.The study found that the evaluation of the performance of the HSE management of large-scale construction project can find out the problems exists in the HSE project management of the enterprise or the project department,at the same time,chich can also provide reference for the government decision-making and management in a certain extent.
