In recent years,with the rapid development of Marine tourism,Marine resources development and other far-sea businesses and industries,the frequency with ships operate far out to sea and the likelihood of facing extreme weather are also increasing,which asks the technical requirements of large depth and large tonnage for wreck salvage project.Developing a scientific salvage scheme is the foundation to arrange resources and ensure the safety of salvage work while it calls a lot of resources.Designing a scheme that can meet the salvage requirements more quickly is important for ensuring the safety.The argumentation of the salvage scheme is a group decision problem with multiple attributes asking multi-domain experts,considering multiple indicators and selecting from limited alternatives,which can be guided by decision theory.The auxiliary research of salvage scheme design nowadays mainly aims at equipment and integrated monitoring system,the construction of evaluation standards is lagging behind,so there is a lack of scientific guidance for the decision-making of alternative schemes.Therefore,this paper studies to establish the evaluation system and method of wreck salvage program,in order to provides reference of the argument and improvement of salvage schemes.First of all,through collating relevant research literatures,combined with the analysis of typical wreck salvage engineering process,establishes a four hierarchical structures evaluation index system that takes technology,efficiency and cost as criteria and 11 factor levels and 31 subordinative indexes;Secondly,set the calculation methods and value ranges of quantitative indexes,also the semantic set and scale set of expert comments for qualitative indexes,and the normalized method of decision matrix is determined according to the characteristics of index evaluation value in this paper;Thirdly,aimed at the political,military,obstacle clearance,ecology and culture of wreck salvage project,respectively calculate the index weights,and established the comprehensive evaluation method based on TOPSIS method;Finally,develop a Windows program and take the ro-ro ship "DaShun" salvage project as an example to carry on the practical application,which verified the effectiveness of the index system and application model,playing a guiding role in the program demonstration and improvement. |
