| The protection and renewal planning of historical and cultural blocks is the focus of current urban planning.In recent years,Chinese President Xi Jinping has repeatedly emphasized the importance of protecting the history and culture of cities during his domestic inspections.In January 2021,the Ministry of Housing and Urban-Rural Development of the People’s Republic of China issued the "Notice on Further Strengthening the Protection of Historical and Cultural Blocks and Historic Buildings",proposing to increase the protection of historical and cultural blocks.Subsequently,in response to the call of the state,local governments accelerated the development of the protection and renewal of historical and cultural blocks.However,in the process of promoting the planning,due to the unclear division of powers and responsibilities and the uneven distribution of benefits,the implementation of the protection and renewal work has been hindered.At present,with the intervention of multiple forces,the outstanding problem in the protection and renewal of historical and cultural blocks is the conflict of interests of multiple subjects,and the participation of residents is not high.To solve these problems,building trust is an important means to eliminate social resistance and enhance cohesion and execution.The research on trust originated from psychology and sociology,and has begun to be applied to the fields of politics and management,but there is still a lack of attention in the field of urban planning.Therefore,this paper selects community trust as the theoretical clue,and attempts to reveal the influencing factors of community trust and the interaction mechanism of various factors based on theory and empirical research.On the one hand,it enriches the theoretical thinking on trust in the field of urban planning and community governance;on the other hand,it explores how to build community trust to improve the performance of the protection and renewal of historical and cultural blocks.Based on the actual problems of the protection and renewal,this research combines the management theory of enterprise intellectual capital in management to distinguish and summarize the four elements of the community trust model:(1)Governance alliance;(2)Effective participation;(3)Community trust;(4)Protection and renewal Performance.Based on this,the theoretical framework and measurement index system of community trust have been built:(1)The measurement of governance alliance includes the measurement of residents’ perception of grassroots government and social organizations;(2)The measurement of effective participation includes willingness to participate,activity frequency,alley communication,and adoption of opinions,etc.(3)Community trust can be divided into neighborhood trust and leadership trust,which are measured from four aspects: ability,attention,quality,and openness;(4)The measurement of protection and renewal performance includes historical protection awareness,renewal satisfaction,and Three aspects of transformation work performance.Based on the above theoretical model,the research hypothesis of this article is put forward,and the verification-type covariance structural equation model(SEM)is used to analyze the mechanism and influence path between each element.On the basis of theoretical analysis,this thesis further selects Shijia Community in Dongcheng District,Beijing as a case study to carry out empirical research.Through the joint participation of Chaoyangmen Sub-district Office,Community Residents Committee,Shijia Hutong Style Protection Association,and community residents,Shijia Community guides residents to "participate design" in order to promote residents’ autonomy,strengthen community cohesion,and enhance community trust.Take the community as the leading model to promote the protection and renewal of historical and cultural blocks.The empirical research based on the historian community shows that:(1)Governance alliance is not a direct influence factor of community trust,but indirectly cultivates community trust by promoting effective participation;governance alliance can directly affect the performance of protection and renewal,but the impact effect is very low.To a large extent,it is the chain reaction that promotes effective participation and fosters community trust,and ultimately promotes the implementation performance of protection and renewal.(2)Effective participation is not only directly affected by the governance alliance,but also as an intermediary variable that has a direct impact on the construction of community trust;but effective participation cannot directly have a significant impact on protection and renewal,but indirectly promotes the implementation performance of protection and renewal by building community trust.(3)Community trust is composed of trust in neighbors and leadership,among which competence,attention,quality,and openness are the influencing factors of each of the aforementioned aspects of trust and are highly relevant.(4)The construction of community trust can directly affect the protection and renewal performance of historical and cultural blocks.It is not only the latent variable with the greatest impact,but also the only way to effectively participate in the protection and renewal performance;The higher the impact factor score,the greater the importance of building trust in the community.Finally,based on the above research conclusions,a planning strategy to improve the implementation performance of the protection and renewal of historical and cultural blocks is proposed:(1)Cultivate governance alliances,clarify the rights and responsibilities of participants and participation procedures,and promote residents through community activities with the cooperation of grassroots governments and social organizations The effective participation of the residents,and fully consider the interests of residents.(2)Promote effective participation,increase the participation frequency of residents through public space creation,foster community participation awareness,improve participation mechanisms,etc.,strengthen the interaction and communication between governance alliances and residents,and promptly adopt or feedback residents’ opinions and demands.(3)Improve neighborhood trust and leadership trust,starting from the four aspects of ability,attention,quality,and openness,by cultivating community social capital,strengthening community norms,demonstrating neighborhood skills,etc.,enhancing neighborhood trust,and strengthening oneself from the perspective of a leader Capacity building,improvement of leadership quality,timely response to residents’ demands,and broadening of information disclosure channels.In order to build community trust through the above planning strategies,and effectively improve the implementation performance of the future protection and renewal of historical and cultural blocks. |
