With the development of China’s economy,China’s higher education has entered a leap-forward development stage.Around 2000,the state began to implement a plan for expanding higher education enrollment in terms of increasing the popularity of higher education,improving the quality of its people,and reducing employment pressure.In the following ten years,China’s higher education ushered in a sharp increase in the number of students at school.Higher education began to transform from elite education to mass education.The expansion of the enrollment scale has led to unbearable college infrastructure.Many colleges and universities began to build new campuses and new office and scientific research facilities.However,colleges and universities have been facing the problem of insufficient funds while developing.Under this background,the state began to promote the logistics socialization reform of colleges and universities,by introducing social capital to help the development of higher education and reduce the funding pressure of the government and universities.It is a beneficial attempt to build the school logistics facilities in BOT mode.College logistics and other fields have stable cash flow,which is an important basis for the success of this model.However,BOT project investment is large,the contract period is long,and there are many factors that affect the completion of the project.The use of BOT model faces greater risks.Therefore,attaching importance to risk management is an important guarantee for the success of BOT projects.The purpose of this paper is to try to analyze and analyze the BOT project in the field of higher education from the perspective of risk management.This article first introduces the background and significance of BOT project construction in colleges and universities.Based on the thorough reading of domestic and foreign literature,the relevant concepts involved in this article such as risk,risk management and BOT model are defined,and the development history and research status of related theories are summarized.The basic theory in the field of project risk management,the process of project risk identification,and the main technical tools used are combed to provide a basis for subsequent specific analysis and application.Specifically for the Q college student apartment BOT project,the background of its construction is introduced,and relevant information is provided,including the Q college overview,apartment BOT project background,national policy,environment and other basic information.Then the cash flow analysis of the project itself,comprehensively considering the construction investment cost,student apartment project income and expenditure data during the operation,calculate the student apartment project cash flow and project investment recovery period,combined with the investment operation period,confirm the feasibility of the student apartment BOT project investment At the same time,the organization and specific operation of the risk management of Q colleges and universities were introduced.Then,according to the relevant theories of risk management,the literature research method,survey method,qualitative analysis method,quantitative analysis method,etc.are used comprehensively to identify and analyze the risks of student apartment BOT projects.Then use the expert scoring method,analytic hierarchy process and other specific quantitative analysis tools to sort the comprehensive weight of the identified risks,and establish a three-level summary table of the risk weights of the BOT project of student apartments in Q colleges.On this basis,from the risk subprojects of the external environmental risk and the project’s own operational risk,the main risk with a higher weight is selected to elaborate the control strategy of the Q college apartment BOT project risk.
