The report of the 19 th Communist Party of China National Congress has listed "Implementing the Strategy of Regional Coordinated Development" as one of the seven national development strategies and called for "establishing a more effective new mechanism for regional coordinated development" in China.The regional coordinated development strategy describes the basic goal of relatively balanced infrastructure accessibility,and puts forward new requirements for transportation.However,the existing ITS(Integrated transportation system)fails to effectively match the strategic goals of regional coordinated development and still follows the solidified development path,manifested as the increasing effect of agglomeration and centralization.In sharp contrast,as a new transportation mode in China,commuter aviation has shown a diffusion effect and a decentralization effect that favor regional and remote areas,which is makes up for the shortcomings of the existing ITS.However,the current commuter aviation route layout is in a disordered state,and the transportation efficiency is relatively insufficient,which cannot play the network effect,scale effect and density effect.Therefore,this thesis intends to build a commuter aviation network and effectively promotes the implementation of regional coordinated development strategies in the field of traffic and transportation.In addition,no matter from the perspective of theoretical research or operational practice,the strategic objective of coordinated regional development with relatively balanced infrastructure accessibility still lacks clear,scientific,and effective quantitative indicators and calculation basis.After comprehensive consideration,"equal accessibility of infrastructure" should have two meanings,namely "accessibility" and "equilibrium accessibility",and its calculations mainly include traffic accessibility,network dispersion index,civil aviation accessibility,economic connection strength,kurtosis and coefficient of variation.After clarifying the measurement indicators,aiming at the regional coordinated development strategy and the characteristics of the traffic and transportation industry,this thesis introduces the theoretical basis of self-organization,spatial economics and regional economics,and discusses the action mechanism and transmission mechanism of commuter aviation network for the regional coordinated development.Next,this thesis comprehensively considers the conditions that the construction area of commuter aviation network should have,,combined the requirements of a regional coordinated development strategy,and uses data comparison methods to analyze the areas where China's commuter aviation has been carried out.Finally,the eastern region of Inner Mongolia was selected and this thesis discusses the feasibility of constructing commuter aviation network in this region.Then,in the empirical analysis and model building,firstly,this thesis comprehensively measures the accessibility of the existing infrastructure in Inner Mongolia Autonomous Region,and uses SuperMap iDesktop 9D to visualize its spatial pattern.The uneven accessibility of infrastructure in the region is mainly reflected in the structural characteristics of "light in the east and heavy in the west" and "core-periphery",which further validates the necessity of building a commuter aviation network in eastern Inner Mongolia.Secondly,in order to improve the accessibility of infrastructure,this thesis designs commuter aviation network model for eastern Inner Mongolia,and uses genetic algorithms to solve it,and uses Matlab to generate network connections.Thirdly,through a comparative study of infrastructure accessibility and its equilibrium measures before and after network construction,it is found that the construction of commuter aviation network can effectively improve the transportation efficiency of the region and meet the requirements of the regional coordinated development strategy.Finally,combined with the above theoretical research and empirical analysis results,this thesis puts forward countermeasures and suggestions on the construction of commuter aviation network in the context of regional coordinated development in seven aspects,including the overall goal,premise,foundation,guidance,support,drive and grasp.Based on the current economic situation and the recent development of the civil aviation industry,the follow-up research and development trends of commuter aviation network are prospected.
