Research On The Coordinated Development Of Regional General Aviation Industry In China

Guidelines of the General Office of the State Council on Promoting the Development of the General Aviation Industry positions the general aviation industry as a national strategic emerging industry,and the governments,regions and enterprises attach great importance to it.There is a large gap in the development level of the general aviation industry in various regions,and the uneven and uncoordinated development is still prominent.How to promote the coordinated development of the regional general aviation industry is a key issue that needs to be resolved in the current development of general aviation industry in China.Taking the general aviation industry in the seven regions as the research object,including North China,East China,Central South China,Southwest China,Northeast China,Northwest China,and Xinjiang Province.By using synergy theory and system science theory,on the one hand,this research studies the synergy between the elements of the general aviation industry in a single region.That means to study the synergy among the four elements of general aviation industry in each region,including government support,basic resources,industrial scale and industrial efficiency,and clarify the key indicators that affect the internal synergy of the general aviation industry in each region;on the other hand,it studies the synergy degree of the general aviation industry in the seven major regions.That means to study the coordinated development status of general aviation industry in China through the development degree in the seven major regions.Analyzing the degree of synergy of the general aviation industry in a single region,this research finds that basic resources and industrial scale in each region are in the same development direction.But as for government support and basic resources,government support and industrial scale,government support and industrial efficiency,they have a reverse coordinated development direction.At present,the key indicators that affect the coordinated development of regional factors focus on five aspects:pilot license subsidies,general airfields for issuing certificates,general aviation instructors,general aviation pilots and general aviation flight hours.Analyzing the synergy of the general aviation industry in the seven regions,this research finds that the degree of synergy between North China,East China,Central South China,Southwest China,and Northeast China is in the range of[0.4,0.6)from 2016 to 2019,showing medium synergy.The degree in the Northwest China and Xinjiang Province is much lower than that of the other five regions,both of which is between[0.2,0.4),showing low synergy.The overall synergy degree of the general aviation industry in the seven major regions is between[0.2,0.4),showing low synergy,and the degree of coordinated development continues to rise.In order to better develop regional general aviation industry,solve the existing problems in the development process,and realize the coordinated development of regional general aviation industry in China,it is necessary to regulate rationally the elements of the general aviation industry in the region.In addition,the government needs to grasp accurately the coordinated development status of the regional general aviation industry.
