A Study On The Planning Of Organic Agriculture In Watershed Areas And Practical Exploration

With the increasingly prominent problems of water environment and food safety,organic agriculture in watershed areas as an environmentally friendly agricultural development model has received more and more attention.The development of organic agriculture in watershed areas is suitable for the needs of agricultural production and water resources protection,which can reduce agricultural non-point source pollution,protect water environment,provide quality agricultural products,promote the transformation of agricultural scientific and technological achievements,increase farmers' income at the same time.In the 2017 Central Document No.1,named "Several Opinions of the Central Committee of the Communist Party of China and the State Council on Deeply Promoting Structural Reform of Agricultural Supply Side and Accelerating the Development of New Momentum of Agricultural and Rural Development",proposes to promote the structural reform of the supply side of agriculture,adhere to the quality of agriculture,and guide enterprises strive for international organic agricultural product certification,strengthen environmental protection and source control of the production area effectively,and improve the quality of agricultural products and food safety comprehensively.It is an important way to promote the structural reform of the supply side by developing the organic agriculture in watershed areas.It's also an important guarantee for the construction of organic agriculture in watershed areas to lead the scientific development of the organic agriculture and strengthen the space leading role of the planning.The planning idea and content frame decide the future development of the park.The scientific and reasonable planning and design can not only improve the quality and efficiency of the agricultural products effectively,but also greatly reduce the pollution of the agricultural production to the water resources.On the basis of multidisciplinary theory research and learning,this paper focuses on the three issues of asking questions,analyzing problems and solving problems.It mainly discusses the development status,the connotation of organic agriculture in watershed areas,how to carry out planning and how to do it concretely:(1)Summarizing the current situation and basic concepts of the organic agriculture in watershed areas by the literature summary,and putting forward the basic theory that should be followed in the planning of organic agriculture park in watershed areas:system engineering theory,agricultural ecosystem theory,life cycle evaluation theory,circular economy theory and sustainable development theory.It also points out the application value and significance of the theory in the planning of the organic agriculture park in watershed areas.(2)The paper outlines the planning ideas and theoretical basis of four organic agriculture park on land use,industrial planning,landscape ecology and agricultural technology system,which have different focus and emphases,and have certain differences in the concept,method,content and technology of planning.In the planning of organic agricultural park,it is proposed that the agricultural production and water quality protection should be established as the core,form a sustainable and sustainable plate structure,scientific and rational industrial layout,ecological green production environment,constantly innovative technical support guarantee system,and a smooth and orderly management mechanism for management.(3)In practice,to explore practical experience with the planning of organic agricultural park in watershed areas of Huayuan Lake in Anhui Province.Huayuan Lake Organic Agricultural park focuses on the planning principles of "agriculture-oriented,development characteristics,local conditions,coordination and unification,development and protection of equal importance,regional scale,production management standardization",from the space layout,infrastructure planning,project distribution,special technical system,park operation mode etc.to plan the design content,it is expected to achieve environmental protection and improve the quality of agricultural products.
