Agriculture has a food security, supply of raw materials, to increase employment, ecological protection, tourism and leisure, cultural heritage and other functions, the firmness of the position of agriculture as the foundation of the economy, is related to people’s vital interests, social stability and the national economy development, is also related to the our country in international competition to maintain independence struggle. The development of agriculture cannot do without land. Agricultural land, also known as agricultural land, refers to the direct or indirect use of land for agricultural production. Relevant data show that the contradiction of our country is quite prominent, in increasing population and agricultural land area is decreasing; poor production conditions, agricultural inputs, predatory land management etc. leading to low land productivity; unreasonable exploitation and utilization of the land, resulting in land degradation and destruction, land ecological environment worsening. At present, China is in a period of rapid development of modern agriculture, for land rational utilization, maximizing the benefit of production, while achieving resources circulation utilization and sustainable development to become the first to solve the problem, has received more and more attention and concern. So it has important theoretical value and practical significance of modern agricultural development planning.This paper selects, Chuzhou City, Anhui Province chrysanthemum Thai modern organic agriculture demonstrative garden of science and technology as the main research region, on the basis of on-the-spot investigation, combined with 3S technology, field measurements of topography, soil and other data acquisition, establishment of basic data platform, based on the land use status data, using a combination of GIS and expert model method, select evaluation index, evaluation model is established. Using analytic hierarchy process method (AHP) and multi factor superposition method (MCE) analysis, weighted analysis of evaluation factors, the area of agricultural land suitability classification: divided into highly suitable zone, moderate suitable area, the suitable areas and suitable area. And obtained the distribution map of agricultural land in the different levels in the study area, and carries on the comprehensive evaluation, according to the comprehensive evaluation results, to resource optimization configuration principle, in the study area of land resources and planning elements of comprehensive research and reasonable configuration, divided the corresponding function to partition: entrance of comprehensive service area, organic tea planting demonstration area, organic agriculture and leisure experience area, organic specialty crops planting area and high efficiency organic fruit picking area. Truly "suitable to apply", provides a strong scientific basis for the overall planning and design of the modern organic agriculture science and technology demonstration park.
