Research On Comprehensive Evaluation Of Electricity Business Environment In HS Area

With the development of world economy,the business environment has become more and more important and has become an important factor in evaluating economic strength.The electricity business environment is one of important indicators of the business environment.At present,governments at all levels in the country generally use the World Bank's business environment evaluation system to carry out power business environment evaluation.But their evaluation indicators are few and the weight of each indicator is unreasonable,which cannot truly reflect the power business environment in a certain region.Firstly,the background and significance of this research,the current situation of electric power evaluation research at home and abroad,the arrangement of the content and structure of this paper,the applied research method ahp,and the research objectives to be further formulated and realized were briefly clarified.The electric power business enterprise environment,new public management theory and other related concepts,and discusses the main theoretical basis of this paper were introduced too.Then,a brief introduction to the electricity business environment in the HS area was conducted.The electricity consumption process of the enterprise and the factors valued by the enterprise in the electricity consumption process were analyzed,through 60 different scale electricity enterprises in HS area were visited.Based on the existing electricity business environment evaluation system,the author analyzed the relevant literature survey data and policy.Then the electric power business enterprise environment in the area of the HS comprehensive evaluation index was obtained.By employing experts and representatives of electricity enterprises,the relationship between the basic elements in the electric power business environment evaluation index system was analyzed.The author applied the analytic hierarchy process to construct a ladder matrix and obtained the weight value of each index in the evaluation system.Then the comprehensive evaluation index system of electric power business environment in HS area was obtained.According to the index system,the electric power business environment evaluation questionnaire is designed,and 2100 electric power enterprises of different sizes in HS area are investigated.The survey results are analyzed by means of statistical analysis,and the weak points of the electric power business environment in HS area are obtained.According to the new public managementtheory,based on the analysis results,from the perspective of HS regional government departments and power supply companies,the corresponding countermeasures are proposed to further optimize the business environment in HS region.
