Offshore floating nuclear power plant is a combination of nuclear power engineering and offshore engineering.It has the advantages of complexity,efficiency,flexibility,and economy.It can be flexibly deployed in different sea areas to achieve energy supply.It is an ideal energy guarantee for marine development.In order to meet the demand for modern energy,China will build an advanced nuclear industry system with Chinese characteristics during the 13 th Five-Year Plan period,research and develop offshore floating nuclear power stations,and provide energy supply for offshore oil extraction and resource-poor areas.Under the current global energy development situation,based on the strategic background of China's maritime power,the construction and development of floating nuclear power plants at sea has important value.With the construction and development of offshore floating nuclear power plants,doing a good job in nuclear safety and emergency response at sea is the key content of current research.Preventing safety accidents,mitigating the consequences of accidents,and protecting the environmental safety of personnel are the core issues that need to be solved urgently.Therefore,it is particularly important to build a complete safety standard system for offshore floating nuclear power plants with complete scope,reasonable structure and strict logic.Based on standardized system engineering theory and construction methodology,this paper uses theoretical analysis,field research,multi-objectivedecision-making and other methods,from the preparation,design and operation of the standard system to the safety standard system of floating nuclear power plants at sea.Construction for analysis and research.The construction of a safety standard system for offshore floating nuclear power plants can provide theoretical basis and policy recommendations for the construction of China's offshore floating nuclear power plants,which is conducive to the establishment of an emergency management system for China's offshore nuclear power platforms,which is conducive to improving China's nuclear safety and emergency capabilities,and to safeguarding China's offshore Sustainable development of nuclear power platform construction.This article analyzes and prepares for the preparation of the construction of a safety standard system for offshore floating nuclear power plants.Based on the analysis of field investigations and literature investigations,first,it defines related concepts,studies and summarizes the methodology for the construction of the standard system,and proposes the construction standards the principles of the system.Secondly,the target types of the standard system are analyzed in detail,the target three-dimensional space of the safety standard system for offshore floating nuclear power plants is constructed,and the overall target is established through research.Third,a structured and conceptual approach was used to analyze the requirements of the safety standard system,and a requirements analysis table was developed.This article analyzes and studies the design phase of the construction of a safety standard system for offshore floating nuclear power plants.First,it analyzes and analyzes the work flow for establishing a safety standard system for offshore floating nuclear power plants.Second,the multi-attribute conceptual model is used to analyze the structure of thestandard system,and establish five types of structure: the level,specialty,category,sequence,and multi-dimensionality of safety standards for offshore floating nuclear power plants.Third,F-AHP is used to build a standard project establishment evaluation model in the safety standard system,and through analysis of the standard setting process and the standard project establishment workflow,a standard project establishment model is established.Fourth,the basic composition and compilation principles of the safety standard system table for offshore floating nuclear power plants are studied.This paper analyzes and studies the operation phase of the safety standard system for offshore floating nuclear power plants.First,it analyzes the implementation process of the safety standard system for offshore floating nuclear power plants in detail.Second,a standard system evaluation flow chart was developed,an operating mechanism was proposed,and the coordinated development of the organization was analyzed.Third,countermeasures and suggestions are put forward for the implementation and optimization of the safety standard system for offshore floating nuclear power plants.
