Preliminary Study On Cost Control Of Bidding Project For Water Conservancy Project

In the past 40 years,the bidding market in China has been expanding with the development of the economy.The bidding and bidding legal system has undergone a process from formation to gradual improvement.The bidding management and supervision system has also been matured and improved in practice,and the means are becoming more advanced.The realization of the bidding system for water conservancy project construction projects has promoted the transformation of the functions of government management institutions,strengthened the sense of responsibility of construction units,improved the competitiveness of participating enterprises,reduced the cost of project construction,and developed intermediaries to form an open system.The market has established a relevant legal system.However,at present,there are still problems in the actual work,such as improper application of bidding,unavoidable rent-seeking,risk of access standards,waste caused by excessive competition,and these problems directly or indirectly lead to an increase in the social cost of the bidding processSocial cost refers to the total cost of all production sectors of the entire society,and can also refer to the average social cost of a product.The significance of social costs is that it reflects the average level of labor costs consumed by institutions across the society.Construction project bidding activities pay a certain social cost,the purpose is to ensure the smooth implementation of construction project trading activities.Controlling the social cost of bidding is an inevitable requirement for in-depth implementation and realization of the preferential effect of bidding and bidding,optimizing the allocation of social resources and building a conservation-oriented society.The implementation of social cost control,the realization of sustainable development,and the maximization and optimization of the benefits of the whole society are the only way for the survival and development of all human health.On the basis of collating and analyzing the theoretical research results of bidding and bidding and social cost at home and abroad,this paper systematically sorts out the development and evolution of laws,regulations and normative documents and analysis provisions since the implementation of the bidding system in China,combined with the general procedures of bidding and bidding for water conservancy projects.The analysis of the corresponding link costs and expenditures further clarifies the social cost components of the water conservancy project bidding.The social cost of bidding for water conservancy projects includes institutional cost and transaction cost.This paper analyzes the cost performance forms,characteristics and payment methods of each step of water conservancy bidding procedures,explores the key elements of eliminating invalid costs,and proposes social cost control for water conservancy project bidding.Suggestions for improvement measures.This article,combined with engineering examples,further illustrates the important role of correctly understanding the implementation of laws and regulations,avoiding the one-sided market behavior and controlling social costs.At the end of the paper,the research results were summarized and the future work was prospected.The proposed social cost control proposal for the water conservancy project construction project proposed in this paper can be used as a reference for bidding for water conservancy project construction projects.
