Study On Financing Risk Evaluation Of PPP Project Of A Expressway

With the continuous development of society,the scale of highway construction projects in China is also expanding,PPP mode has been widely used.This is undoubtedly a great promotion to the development of China's transportation.However,no matter what kind of development mode is adopted,various risks will inevitably be encountered in the construction process.In this regard,the relevant construction units must actively take effective solutions,risk and control risk within the controllable range,to ensure the normal development of the project construction.Risk is inevitable.In every project,risk is objective,so prevention is the first priority.The formation of risk is not only related to the initial start of the project,but also related to the progress and final completion of the whole process of the project.The most relevant is the expected return.If the risk prevention is not in place,there will be a large gap between the expected revenue of the government and private enterprises,and even the whole PPP project is not qualified.This paper takes PPP project of Expressway a as the research object,constructs the risk evaluation model of Entropy Weight Grey system theory,mainly uses SWOT analysis method,expert interview method and entropy weight method to study the financing risk of Expressway a under PPP mode.First,use SWOT This paper analyzes the risk factors that affect the financing of Expressway a under PPP mode from four aspects:advantages,disadvantages,opportunities and threats;secondly,through questionnaire survey,it constructs the financing risk evaluation index system of Expressway a under PPP mode,which includes 5 first level risk evaluation indexes and 16 second level risk evaluation indexes;thirdly,it evaluates the financing risk through expert interview and entropy method The weight of each index in the price index system is determined,and the risk factors are comprehensively evaluated by using the grey system theory.It is found that the overall risk value of PPP project of Expressway A is relatively low,among which the risk value of market risk,financial risk,construction risk and operation risk is relatively high,and the risk value of policy risk is relatively low.Finally,according to the results of risk evaluation,the political risk and financial risk are respectively evaluated,construction risk,operation risk and market risk,and put forward countermeasures.This paper puts forward countermeasures for the financing risks faced by PPP project of a highway,so as to improve the participation of social capital,ensure the smooth financing and successful implementation of a highway under PPP mode,and also have certain reference significance for PPP mode applied to highway construction in other regions.
