The Research On Consession Pricing Of Expressway Project Based On BOT Financing Mode

The development of expressway is an important indicator of national modernization. It plays a very important role in the development of national economy's sustained, healthy and stable. In order to promote the expressway service efficiency and ease government construction of Expressway finance pressure,BOT model is more and more widely used in expressway construction project.However, the expressway BOT model in China is still at the exploratory research stage,there are still many unreasonable places,especially in terms of pricing. The pricing problem involves the government, investment square,road users and society,rationally the pricing is the key to the success of a project.Therefore,expressway concession pricing problem of BOT model has important theoretical and practical significance in guiding China's highway construction and operation management. Consequently,an investigation on chartering pricing problems has an important theoretical and practical significance in the investment and operations of expressway in China.This paper researches expressway BOT project. First it introduces the basic theories of BOT financing model,and analyzes the feasibility of expressway using BOT financing mode with expressway'basic economic attributes. Second,the paper analyzes the advantages and disadvantages of the principle methods at home and abroad,and according to the cost of anti NPV algorithm determines the main influence factors of expressway pricing.it also proposes a chartering pricing model which comprehensively considers the cost of the project,investment income,vehicleflow, risk factors?It analyzes key parameters in the pricing model in detail and proposes a differential benefit model to make the pricing model more reasonable.Third,it makes a case study of chartering pricing model which based on PJ expressway Sichuan section,and it demonstrates that the chartering pricing model is accord with the reality. At last,the paper propose the improving pricing measures with strengthening the government regulation,improving the information disclosure system and hearing system, and developing service evaluation.
